DRC govt 'must evaluate rebel accord'

Kinshasa - The governor of the Democratic Republic of Congo's North Kivu province says the government must evaluate the March 2009 agreement that has sparked a rebellion in the country's east.

The 23 March 2009 peace deal paved the way for rebels to join the army. This year, hundreds of rebels defected from the armed forces in April with other renegade soldiers demanding stricter adherence to the accord. They regrouped as M23 rebels, the latest incarnation of a group of Congolese Tutsi rebels set up to fight the Rwandan Hutu rebels in DRC.

Julien Paluku Kahongya said Monday in a statement that an assessment of how the accord has been carried out is needed so that the people of Congo know the truth about the various phases in the agreement. He says this would satisfy the president's promise to approach the conflict on a political level.
