Mozambique info bill welcomed

Johannesburg - The Mozambican Parliament's adoption of an access to information bill was welcomed by the Media Institute of Southern Africa (Misa) on Monday.

"The bill passed its first reading on 21 August, and last week the Assembly of the Republic, during an extraordinary session, unanimously passed the second and final reading of the bill," Misa said in a statement.

The bill obliges public and private bodies invested with public powers, to release information of public interest within 21 days of being asked to do so.

However, it has been criticised over whether it adequately enforces the right to information in all its dimensions.

Misa's Mozambique chair Fernando Goncalves said the bill would help strengthen democratic processes in the country.

"We recognise that the law has some weaknesses, in the sense that it does not provide for an independent mechanism to oversee its implementation or to handle complaints from the public, but we see it as a first step in the right direction."
