ANC pushing for propaganda funding during polls

The ANC wants to get the buy-in from other parties to get taxpayers to pay for party propaganda during elections.

ANC treasurer-general Mathews Phosa told journalists this afternoon that parties only get a “pittance” from the Independent Electoral Commission to pay for posters and campaigns during elections.

“We need a new dispensation for the funding of elections. Taxpayers should contribute to elections, taxpayers should contribute to research by political parties, and taxpayers should contribute to the training of public representatives,” said Phosa.

He said the ANC had been studying party funding models in established democracies like Germany, the UK and the US, and wants to “indigenise” that knowledge.

He also said there should be caps on private and foreign funding.

Phosa’s press conference followed a workshop about party finance policy in St George’s Hotel outside Pretoria, attended by party provincial and regional treasurers, as well as NEC members Tokyo Sexwale, Naledi Pandor and Women’s League treasurer Hlengiwe Mkhize.

The proposals from the workshop will be submitted for further discussion at the ANC’s policy conference later this month.
