Bad leadership ‘threat to development plan’

A lack of leadership could be the biggest challenge to the national development plan for 2030, the DA said yesterday.

“The national development plan will be doomed to fail ... if the president does not lend his political weight to tackling the three biggest internal challenges which threaten its implementation,” said DA Parliamentary leader Lindiwe Mazibuko in a statement.

She said the internal challenges were ideological conflict, lack of coordination and objectives that were not stated clearly in the plan.

The greatest challenge to the development plan was not poverty, corruption or weak infrastructure but government itself, said Mazibuko.

The plan would be spoilt like the new growth path by the Department of Economic Development and the Youth Wage Subsidy policy which was launched last year, she said.

Mazibuko said the proposals that were made by the national planning commission in the development plan, required active implementation by government departments.

“Their success is dependent on the ability of these departments to play their constituent roles, and on the Presidency to provide transversal management and ensure departmental coordination.”
