Communications D-G’s 12 months without a contract

Communications director-general Rosey Sekese spent a year without a contract following her battles with her late boss Roy Padayachee.

Current communications minister Dina Pule says she found Sekese without a contract when president Jacob Zuma appointed her in November last year after a Cabinet reshuffle.

“I found that Sekese was appointed on June 1, 2011 without any formal appointment letter issued to her by the late minister (Padayachee),” said Pule, responding to a parliamentary question from Congress of the People MP Julie Kilian.

Sekese, a former Telkom engineer, was promoted from deputy director-general responsible for information technology infrastructure development and given a five-year contract as D-G, effective from June 1 last year.

City Press reported in September last year that Sekese and Padayachee did not see eye to eye, with some insiders describing her position as ceremonial despite her appointment being approved by Cabinet in May 2011.

Pule only issued Sekese’s appointment letter on March 1 this year.

Sekese signed her performance agreement with Pule on May 31, about four weeks after Padayachee died in Addis Ababa, Ethiopia and 12 months after her appointment.

But Killian disputed this, saying Sekese still did not have a performance contract.

At the time of his death, Padayachee had been public service and administration minister following the cabinet reshuffle in November.

Killian asked how it was possible for the department’s most senior official not to have a performance contract.

“It raises serious questions about the entire department,” she said.

Killian said Pule and Sekese would be called in next Tuesday to explain the contract debacle to Parliament’s portfolio committee on communications.

“The minister must explain the reasons for the delay,” Killian said.

Pule’s spokesperson Siya Qoza said the minister had nothing to add to her reply.
