OUTsurance pointsmen back on the beat

Johannesburg’s OUTsurance pointsmen were back on the beat today after the council put the project on hold to “regularise” it.

“The operation is running at 100%,” said Colleen Bekker, CEO of Traffic FreeFlow.

Last week the partnership, which includes the City of Johannesburg and Talk Radio 702, had to be brought in line with the Municipal Finance Management Act and be put out for bids.

The public-private partnership, which began in 2005, was prompted by severe congestion around the city due to power failures, a sudden increase in vehicle volume and construction projects.

Traffic FreeFlow’s service agreement with the city ended, but was extended for one month until the end of October. Besides complying with bid procedures, the pointsmen themselves had to be made “peace officers”.

Bekker said they had a short-term contract until the end of February, by which time the bidding process was expected to be completed.

The pointsmen also had to go through criminal checks. Some “issues” arose with a small number of them during these checks, but standby pointsmen were brought in.
