SIU: Arts and Culture investigation

Expenditure by the Department of Arts and Culture on preparations for the 2010 Fifa World Cup is being investigated by the SIU.

The investigation focuses mainly on ­alleged under-spending on World Cup-related cultural projects in the 2007, 2008 and 2009 financial years.

The unit has already established that the department failed to transfer subsidies to beneficiaries. These subsidies were under the ministry’s programmes – arts and culture in society and cultural development – specifically designed to promote the cultural sector in the run-up the World Cup.

The ministry had budgeted R150 million for World Cup-related cultural investment projects starting from 2007 until last year. However, the unit found that R41 million of that was diverted to projects which were not related to the World Cup.

It has recommended criminal prosecution of a former senior official who was responsible for the transfers.

Investigations into other allegations of corruption are continuing but do not include actual World Cup expenditure.
