The City of Johannesburg and Joshco respond

Nthatisi Modingoane of the City of Johannesburg says: “Charter Square is an informal area with no bulk infrastructure for provision of electricity since the shacks are not on serviced stands. Secondly, the process of township planning and establishment is currently ongoing.

“Repair and maintenance are done on request. Most of the houses fall within the category of being renovated since they qualify as heritage sites.

“Each and every shack in the area was registered. The challenge is, stand owners allow sub-tenants. Most of the unregistered shacks are illegal.

“The communal taps and toilets are not permanent. These are services rendered to the people as a temporary measure. Once development comes in the area, people will be relocated to the houses and the area will then be eligible for new services, as per the township plan.”

Rory Gallocher of the Johannesburg Social Housing Organisation (Joshco) says: “Joshco has two projects in Kliptown. Kliptown Square, which is a 476-unit rental project; and Kliptown Golf Course, which is a 934-unit instalment sale project.

The first project is fully let. The second project is allocated about halfway and the balance of the units are in various stages of completion.”
