23 years of controversial deals with council

SHAMEEL Rahman Ally is a controversial figure in Pietermaritzburg, having gained prominance for managing to win lucrative Msunduzi Municipality security contracts.

Ally has dominated the Msunduzi security contract scene, winning either entire contracts or a slice of the pie over a period of about 23 years. Eventually, however, he lost out, with the entire contract going to his former close friend, Khuselani Group owner Mahomed Yacoob, in about 2010.

Ally had allegedly introduced Yacoob to the security business, but it was reported that the former friends had a falling out over the contract.

Each time Ally got the contract, allegations were made that he was politically well-connected. The Witness probed several companies linked to Ally that secured Msunduzi security contracts. In most cases, the companies had changed names and were under the directorship of different family members, including his wife and mother.

In 2001, The Witness carried an exposé that revealed that companies linked to Ally and Yacoob were investigated by the Security Officers Board and found to be using a front company — Rain Security — as a means of underpaying their guards.

They were alleged to have set up the front company as a labour broker to supply guards to their sites.
