City’s swimming pools to let

IN an attempt to improve the running of city swimming pools and save on costs, the Msunduzi Municipality has now decided to outsource the management and maintenance of these facilities.

According to the conditions of the proposal call presented at a recent sitting of the executive committee, aspiring applicants can apply to lease one or more of the pools “in a way which will increase the amenity of the pool/s and contribute to an increase in their usage and social value”.

The lease will run for a period of nine years and 11 months and the municipality may or may not renew the contract for a further five years.

“At the end of the lease period, the land, pool and all improvements thereon shall revert to council without any compensation by council to the lessee,” states the proposal call.

In terms of the lease, pools should allow casual public usage and formal swimming development and training.

Tariff charges should be in line with municipal tariffs.

It cost the municipality R5 630 744 to run all seven of its swimming pools for the 2009/10 financial year.

On top of this, the municipality subsidised the Joliffe swimming pool for R220 982,86 for the same period.

The municipality will be accepting proposal calls for the all the pools.

Dr Julie Dyer, the acting manager for executive community service delivery and provision management, said the municipality will not be obliged to accept proposals.

“These pools cost a huge amount of money to run, are old and need to be upgraded. The Joliffe pool is an example of what can happen if a swimming association approaches a facility and takes an interest in it,” she said.

Msunduzi Mayor Mike Tarr said he looks forward to the proposals with interest.

On top of this, the municipality is also looking at outsourcing the 31 sports facilities it currently runs.

It already leases 17 of its sports facilities to various bodies on a long-term basis; saving them a considerable amount of money.

The costs include staff salaries and the Eastwood budget includes R117 695 for security.
