Heated debate over city budget

AFTER a heated debate on the adoption of the city’s budget at a special full meeting of the Msunduzi council on Wednesday, Municipal manager Mxolisi Nkosi agreed that political parties would be given a chance in the next week to send their amendments.

The DA wanted the amended document to be brought before council, which meets this week for a final check.

The ANC voted that this was not necessary and they would rely on the municipal manager to handle the process.

Councillor Roger Ashe (DA) said the draft budget could not be passed because the integrated development plan (IDP) informed the budget and since there were changes to be made in the IDP this meant that the budget had to be changed as well and could not be adopted.

ANC councillor Mike Tarr, head of the municipal public accounts committee, agreed that the DA was in the right because the IDP does inform the budget.

However, he pointed out that documents were drafts and should be adopted to go out for public comment.

In a vote the majority prevailed.
