KZN councillors gather to brainstorm solutions to ‘challenges’

Councillors from the 61 KZN municipalities gathered at Durban’s International Conference Centre yesterday for the Local Government, Housing and Traditional Affairs departments’ governance summit.

Minister Mike Mabuyakhulu said that councillors are responsible for ensuring that municipalities fulfil their mandates.

He said that as public representatives, they should provide oversight and ensure accountability.

He reminded councillors that they are responsible for finding solutions to municipal challenges as “contained in the various statutes that govern the functioning of the local sphere of government”.

He said that his department has developed measures to shore up the system of local governance, in keeping with their mandate.

The MEC listed some of the immediate challenges facing councillors:

•Absence of, or, dysfunctional audit committees;

•No inter-governmental relations;

•No structured support or synergy between councilors and public forums;

•Lack of clarity of roles; no information sharing within municipalities; and confusion around delineation of roles and responsibilities between councillors and officials.
