Man dumps on lot in municipal office

PIETERMARITZBURG resident Hugh Harper has once again vented his frustration at the lack of service delivery by dumping uncollected rubbish at a Msunduzi Municipality office.

In May, The Witness reported that Harper dumped rubbish from his street at the city engineer’s office. This time he emptied five bins in the foyer of the waste management office.

Security guards ejected Harper.

He stands to receive a R2 000 fine for illegal dumping, said assistant foreman Siva Padayachee.

After repeated but unsuccessful attempts to contact staff about the uncollected rubbish, Har­per took matters into his own hands.

“We called continuously, but no one answers. They pick up the phone and then put it down. When I got there, they made excuses that there might be something wrong with the phone,” said Harper.

By emptying the uncollected rubbish from Railway Street, he was making a statement, he said. “I am expressing my dissatisfaction.”

Harper said he believes the way the municipality is dealing with rubbish collection is tantamount to fraud. “They charge you R56 to dump your own rubbish at the dump when you also pay for the rubbish that is not collected; why the hell are we paying people who are not doing their jobs?”

Padayachee said the fine could have been avoided as employees at the office offered to move the waste to a rubbish truck. “He said no to this, so we will fine him for what he did.”

Harper appears unconcerned about the fine. What he is worried about, he says, is when citizens will receive the services they pay for.
