Managers face pay freeze

The uMgungundlovu District Municipality's Executive Committee heard yesterday that for the municipality to operate efficiently, it must fill 224 vacant positions, bringing the total employees to 635.

To finance this, spending on salaries of existing employees will have to be reduced, said acting municipal manager S'bu Khuzwayo.

There should be no pay increases for senior managers for the next three to four years, he added.

Khuzwayo said the Treasury stipulates that not more than 35% of operational spending should be on salaries.

"With our current [financial] situation, we cannot afford to employ more staff. To employ more we would need to get more funding or have our budget increased from R400 million to R600 million. We would need as well to improve our water billing and revenue collection systems."

An organisational structure proposed in 2007 puts the salary of the municipal manager at R950 000 and of strategic executive managers at R730 000. It is not clear if these scales have been adopted.

Khuzwayo said that of the 411 employees, 302 are permanent.

He said the municipality must revise its organisational structure to focus on its core business - water and sanitation.

The mayor, Yusuf Bhamjee, proposed that a consultative workshop be held to map a way forward.
