ARTS and Culture, which normally gets a modest slice of the budget cake, found itself with a substantial allocation

The budget will increase from R369 818 million in 2011/12 to R659 163 million in 2014/15.

Finance MEC Ina Cronjé said the allocation contained substantial funding for the phased-in provincial take­over of public libraries and museums.

What does this mean? Cronjé explained that according to the Constitution, libraries and museums are provincial functions.

However, prior to the country’s democratic dispensation some cities and towns ran their own libraries and musuems and the situation continued, with municipalities funding them.

National Treasury has been warning that the constitutional mandate has to be followed.

Cronjé said the take-over of libraries and museums from municipalities had started. There were some challenges: for example, there was a difference in the pay staff were getting from the municipalities and what they would be paid by province.

Municipalities were paying slightly better than the province.
