Msunduzi outlaws ‘fancy trips’

CURRENT Msunduzi Municipality executive committee (Exco) members want to ensure that the fancy overseas junkets of the past, which contributed to the council’s cash crisis, never happen again.

Members spent a long time nit-picking at the draft policy on staff visits and study outside South Africa at their meeting last week. All Exco members praised the current draft, saying it will regulate the process and offer a consistent set of procedures. However, they questioned whether it goes far enough.

Bill Lambert of the Democratic Alliance explained their cautious approach, saying that “what we are afraid of is to have a recurrence of all those junkets and fancy trips”.

Eventually speaker Baboo Baijoo offered a way forward, advising Exco members that they also want the municipality to work without creating bottlenecks and lengthy delays. “You now have systems in place with a municipal manager and Exco that works. You can’t become control freaks as this will hold the municipality back. You have got to trust the people you employ and as long as you have proper oversight in place this can be done.”

Exco members good-humouredly accepted that they were being paranoid, saying they couldn’t help being wary after the experiences of the past.
