Mtubatuba: Manager interdicted

THE recently appointed Mtu­batuba municipal manager was interdicted on Friday from performing his official functions until the outcome of an application to declare his appointment invalid.

The interdict was obtained at the behest of Co-operative Governance and Traditional Affairs MEC Nomusa Dube.

The appointment of Siyabonga Robson Ntuli (from November 1 last year) is being attacked on grounds that he does not have the right qualifications for the position.

According to court papers his curriculum vitae shows he has a bachelor of science degree in physics and electronics and a master’s degree in recreation and tourism. All his other qualifications are allegedly not degrees, including a qualification in public administration from the University of Zululand, which is alleged to be a diploma.

Senior manager, legal services for the department, Karl-Heinz Kuhn outlined the legal requirements for the position of municipal manager.

An “absolute requirement” is that an appointee has a recognised bachelor’s degree in public administration or “relevant fields”, and further must have a financial management qualification of “at least NQF level 6” or a certificate.

An interim interdict with a return date of March 23 was granted by Judge Fikile Mokgohloa, despite opposition by the municipality.
