Provinces’ admin in spotlight

AN independent presidential commission will be appointed to review and strengthen administration in the country’s provinces.

This was one of the decisions taken by the delegates at the Mangaung conference.

The proposed commission is expected to submit a report to the ANC’s national general council (NGC), a mid-term meeting where the organisational work of the party’s national leadership is normally assessed.

“The president is to appoint a commission soon to do research and consult so that we are able to report at the NGC,” said legislature and governance sub-committee chairperson Nomaindia Mfeketo. “After the report, whatever outcome, should be implemented by the 2019 elections.”

The decision comes after the government put under administration virtually all provincial departments in Limpopo when it was saddled with financial and management problems.

In the Eastern Cape, it took over the administration of the cash-strapped Education Department.

Mfeketo said no decision was taken to reduce the number of provinces. “There is to be consultation until the NGC. We need to reform, review and strengthen,” she said, and the powers of the provinces would be revisted.
