Scopa chair: opposition parties lose vote

A BID to have an opposition party member to head the Msunduzi Municipal committee on standing accounts (Scopa) was defeated in a full council meeting yesterday.

The ANC councillors voted that the chairperson should come from among their ranks and there was no legal requirement that the Scopa chairperson should be from an opposition party.

The DA argued firmly for the Scopa chair to be an opposition member. DA members said this made for good governance as it was a further check and balance on the majority party in the council.

In the National Assembly and provincial legislatures, the Scopa bodies are traditionally chaired by a member who is not from the ruling party.

However, despite the opposition parties — the DA, IFP, Minority Front and ACDP, voting together, they were defeated by the larger ANC caucus which voted en bloc. Manillal Inderjit is the new Scopa chairperson.

The council meeting also reinstated portfolio committees after the turnaround team disbanded all committees.

All the minority parties serve on the municipal Scopa committee.
