Johannesburg - Governments in Africa often fear being associated with terrorism as a result of fighting for independence, United Nations special envoy to Africa Joaquim Chissano said on Monday.
The former Mozambican president said this in a recorded television interview watched by media at the SABC studios in Johannesburg.
He said there were fears that "anything could be called terrorism", even if it referred to a country's past.
On the recent G8 meeting of wealthy nations, Chissano said resolutions had been encouraging.
"But what we have to work for is implementation. They must deliver on the promises on time," he said.
Chissano is travelling the continent in preparation for a summit in September at which Millennium Development Goals will be reviewed.
UN reforms, including membership of the security council, are also high on his agenda.
