Arrogant leaders are a menace

2007-05-07 09:46

Jon Qwelane

The arrogance of KwaZulu-Natal's MEC for transport, Bheki Cele, is astonishing.

Cele wants driving in excess of legal speed limits recognised as constituting an emergency, if one (that means a politician) is late for a meeting.

The arrogant MEC even has the gall to threaten a member of the public who had the courage to follow and photograph a speeding convoy, travelling at least at 160km/h on the N3 freeway. He threatens that the citizen will be arrested for "using his cellphone while driving", and he also threatens The Witness, the Maritzburg newspaper which printed the pictures.

Says the senior man supposed to ensure compliance with, and not breaking of, transport regulations: "The newspaper will be prosecuted if it continues to assist the lawbreaker". This, referring to the paper's refusal to disclose its informant's particulars.

And this is exactly the problem with us in this country: we have elevated these people very high, to a rank just below the angels, and as a result they believe themselves to be completely untouchable and not to be subjected to the laws, regulations and standards of normal human behaviour which guide all of us.

"Because I am black..."

When KZN premier Sbu Ndebele was confronted recently by an elderly motorist whom his motorcade had zoomed past with breath-taking speed to the funeral of historian David Rattray, Ndebele at first made what seemed like reasonable and polite utterances.

Just as suddenly, he lapsed into the old and tired fashion of claiming his (white) accuser was confronting him "because I am black".

To his credit, the accuser stood his ground and refused to be sidetracked or intimidated, pointing out that what he had seen was an act of reckless driving and lawbreaking. Ndebele was off to a funeral, and that could not be an emergency.

The menace, for menace it is, of cowboy politicians' motorcades have also been raised in the national assembly by Inkatha Freedom Party MP Koos van der Merwe when he asked questions about the speeding convoy of transport minister Jeff Radebe.

It is disgusting that it is the very people, Cele and his national boss Radebe, who are themselves setting such a poor example for the public. In effect, Cele is providing ample example of the abuse of state office to which he and his cronies are prone; no one needs to doubt it anymore that certain powerful people abuse the law and organs of state.

I take my hat off to the editors of The Witness for refusing to give in to blackmail. I wish the country had more such editors with real balls.

Send your comments to Jon.

Agree 100%. Politicians should be prime examples of law-abiding citizens, not consider themselves above the law. Secondly, the "it is because I am black" excuse when confronted and shown on improper/bad behaviour, is really pathetic. It is time politicians (and the general public for that matter) stop playing race cards - when one is shown on something done wrong, rather try to listen and correct whatever you're critisized for.

dust 5/7/2007 10:13:02 AM
well said

Christo 5/7/2007 10:13:48 AM
This is another example of what I think is happening in the new South Africa. In the bad old days, the whites used to think themselfs better than the blacks, and therefore they demanded unfair advantages over the rest of the population. Now, the new "upper class black elite" (and politicians) thinks themselfs better than the poor (black or white). For the millions of poor black south africans, nothing has changed, they are still not grouped into the the correct "race"/group.

The average driver 5/7/2007 10:33:22 AM
I also totally agree. When I read the newspaper article I actually had to read it twice to comprehend the audacity and blatant arrogance of what this politician was saying. He should be repremanded to the fullest extent of the law - politicians should not be above the law, in fact, they should be prestine examples thereof, and the absolute gall of threatening his accuser when being caught, instead of owning up to his wrong doing like a MAN, is morally disgusting.

Palooka 5/7/2007 10:34:35 AM
Some people are more equal than others.

themba 5/7/2007 10:34:40 AM
Well said! It's about time politicians learnt that they are not above the law and should be fined heavily. The roads are extremely dangerous as it is without these arrogant, self-serving politicians driving like hooligans just because they are late for a luncheon or some frivolous engagement. The example they are setting is one of disrespect to the law, and it's shameful.

Jim 5/7/2007 10:40:44 AM
These are very fine examples of how our democracy is quickly being eroded as long as it is the senior politicians with their bodyguards all is fine. Don't dare to question or oppose. If you are white you are a racist, if black I suppose you must be a lackey of white imperialists or something more sinister.

Joe 5/7/2007 10:42:58 AM
Jon, 100 percent for this. Great column!

Doorboot 5/7/2007 10:44:52 AM
Jon you have hit it on the nail. I have also been on the short end of the stick with one of these cavalcades and was even threatend by the relevant people. The amazing thing was that this person was in the employ of the KZN depr of Transport. This smacks of us becoming a banana republic.

Devan 5/7/2007 10:46:26 AM
Unfortunately, this sort of arrogance and disregard for the public interest will only continue. This is because "we" keep on voting them into office.I am not advocating one party over the other ... they are all just as bad. But what they need, is to be kept in check. So giving them a majority rule, basically allows for a dictatorship.. and guess what some of them are doing .... using the "power" that we gave them. I believe we need some sort of ombudsman for the government

Blue 5/7/2007 10:47:18 AM
You know sometimes Jon can write such sense. This is one of those times :)

David 5/7/2007 10:54:54 AM
The irony is that a week ago, the head of Jhb Metro stated that being late for a meeting is no defence against speeding. Of course, he was referring to ordinary citizens. Our politicians are a bit like the White Rabbit in Alice in Wonderland, constantly rushing around saying "Oh dear, I'm late!"

James Hadji, Jr. 5/7/2007 10:54:58 AM
Nice writing Jon. I think it is not fair to blame Cele and Radebe alone. The issue starts from President Thabo Mbeki, who consistently says crime is not an issue, but building himself an imported wall estimated at R90m around his official house.

jeff 5/7/2007 10:58:34 AM
Nothing new here.It seems to be a standard globally. It's neither an SA or an ANC thing. Tony Blair does it.George Bush does it.Even Mugabe does it. All over the world ,politician motorcades travel at high speed

Chris 5/7/2007 11:00:14 AM
You're title almost provoked the thought that you were talking of yet another such person. Robert Mugabe.

Roddy 5/7/2007 11:02:24 AM
I watched "interfarce" yesterday and saw the responses to the incident from the MEC. It really makes you wonder what qalifications you have to have in order to be a MEC. And the presenter lets him get away with his lame responses, thats why the show should be aptly named " interfarce". Because its definately not in the public interest. In any event I agree with your article, good on you...

DEEV 5/7/2007 11:02:49 AM
We, the community, could take partial responsibility for these arrogant leaders. They are in power because we vote them into power. Politicians are mad, power hungry mad men. Its all about ego's, power and money. They dont give a dam about the poor or the middle class people. So this is not news or a surprise.

Mairy T 5/7/2007 11:03:08 AM
Well said, Jon. We need more journalists like you who have the balls to write it as it is....

Francois Roux 5/7/2007 11:03:46 AM
...just like every other occasion where people point out these problem, the press will make a huge fuss about it, until they find something else to fuss about. In two weeks all will be forgotten, and nobody would have answered for what they did or didn't do... It's time some commission/task force was set together, that can prosecute these angelical politicians of ours. Or maybe someone should open a website where you can report incidents like this...mmmmmmm

Me 5/7/2007 11:06:02 AM
Hi Jon, I must say I am very happy that someone like you have raised this point. This thing of playing race card whenever it suit us is going to destroy our country. As much as I agree that there is still lot of racism, it should not be used as an excuse. This unfortunately, only confuses the ordinary members of the public(africans), having to decide whether there are being lied to by black official or a certain act by a white person constitute racism. Can you imagine how many can do that?

Jon 5/7/2007 11:07:24 AM
The ANC think that they are the "untouchables",above the law.We South Africans have had enough of this crowd who are fast trying to make us another Zimbabwe. Imagine if the IFP and DA join forces. Then things will happen, and make us proud South Africans once again.

Themba Khumalo 5/7/2007 11:09:02 AM
I usually agree with you JQ but, not this time. The road traffic act of this country gives VIP protection units a right to drive over the speed limit as long as their able to justify the action. Chapter 9, section 58 to 60 of the RTA provides such. The durban motorist was a danger to his family and threat to the VIP. Any charges layed against the motorist are not necessary but, the driver must be vaery careful in future.

Robert Kay 5/7/2007 11:10:29 AM
Having lived in Zambia, Malawi, Zimbabwe and now S. Africa since the 1950's, very little surprises me in Africa anymore. What the KZN politicians do as far as speeding is concerned is par for Africa's course. At least they don't insist that all traffic stops as Banda in Malawi used to do. As far as Cele is concerned -jawellnofine - another one who's position has gone to his head. As Palooka said - some people are more equal then others.

Hendrik 5/7/2007 11:16:35 AM
Him saying that it's "Because I am black..." is eroding the credibility of honest hard working black South Africans in general.

Jacqui 5/7/2007 11:35:30 AM
RTA Section 60 Certain drivers may exceed general speed limit 60. Notwithstanding the provisions of section 59, the driver of a fire-fighting vehicle, a rescue vehicle or an ambulance who drives such vehicle in the carrying out of his or her duties, a traffic officer who drives a vehicle in the carrying out of his or her duties or any person driving a vehicle while engaged in civil protection as contemplated in an ordinance made in terms of section 3 of the Civil Protection Act, 1977

Jacqui 5/7/2007 11:37:36 AM
There is nothing in the Act about so called VIP's being able to break the speed limit because they are late!

Lee 5/7/2007 11:55:40 AM
Jon,your comments are absolutely correct,at least you have the balls to say them.Who do these politicians(for want of a better word) think they are, they should get fines just like normal citizens. The ANC government need a hiding,we can not turn this country into another Zimbabwe.Cele has no more status or standing than any citizen,he must get down and do his stuffing job properly.

geezerdude 5/7/2007 12:01:30 PM
We are all in agreement that this has to stop. What I never seem to see is action being taken about such disgusting abuse of power! There are so many incidents that raise public ire, we all threaten an uprising by calling radio stations, contributing to blogs etc. BUT who censures the officials? I believe there's a consistent politicians arrogance that says, "we will just ignore them and it will die away." An example like the Sex Pest Diplomat comes to mind.

Jason 5/7/2007 12:01:53 PM
You know, it is 'normal' for these VIP's to travel fast all over the world as mentioned by 'jeff', but it is our right as motorists to raise concerns on how and why they use their 'blue lights'. What SHOCKS me is the blatant accusation that the man is a racist. Comments such as that from our politicians, fuel the racial tensions in our country. The attitude towards ordinary citizens opinions and feelings in SA is deminishing our hope for a better tomorrow.

Graham 5/7/2007 12:01:59 PM
In Zim the cavalcades are called Bob and his Wailers. Wow!!! I do not know about you but the comparisons between us and our northerly brothers are coming in fast and furious. Pambele!!!

JDW 5/7/2007 12:41:16 PM
Themba, you said: "The road traffic act of this country gives VIP protection units a right to drive over the speed limit as long as their able to justify the action". So what would be a VALID justification for their speeding in this instance sir?

IITQ 5/7/2007 12:41:23 PM
New Jersey governor Corzine just escaped being killed when his motorcade recently crashed. http://www.nytimes.com/2007/05/05/nyregion/05corzine.html?ex=1336017600&en=5c1a0cb645b20243&ei=5090&partner=rssuserland&emc=rss Point is, we sit in two hour long traffic holdups and are late for our important meetings. We lose business because of it. Why should a politician or anybody else be more important?

Sarel 5/7/2007 12:41:37 PM
Bheki Cele will do well in Mugabes Zimbabwe

Bob 5/7/2007 12:43:36 PM
Thanks for the column John. It is strange how the law only caters for emergency vehicles travelling 20km/h over the speed limit (not many know this but that is what was enforced when I was a paramedic...we couldn't just blitz our way to medical emergencies at the speed of sound), yet some people feel it is their god-given right to rush to appointments at 40kmh/h over the limit, and they are not even rushing to save somebody's life.

Koos 5/7/2007 12:45:49 PM
In every crowd, there's always a joker. At least I hope so.....

Rob 5/7/2007 12:50:56 PM
Hats off to you Jon for raising the issue. As Jacqui says, there is no provision under the Traffic Act for politicians to break the speed limit, no matter how late they are. There was a major scandal in New Zealand a couple of years ago when Prime Minister Helen Clark's motorcade was caught speeding. The drivers were convicted & fined (although the convictions were later quashed.) The whole tone of Mr. Cele's response is arrogant and totally unacceptable.

Muis 5/7/2007 1:07:22 PM
If you don't like what the ruling party does, then stop rewarding them for that by supporting and voting for any opposition party. That is the easiest way to stop these criminal corrupt fraudsters of our so called "government" A rule of life is "You get what you reward"

George 5/7/2007 1:11:45 PM
or at least Minister of Transport... but seriously, Jon i think your comments are supported by the majority of South Africans it's a pity they fall on deaf ears though. Keep up the good work.

jeff 5/7/2007 1:17:17 PM
Just 2 points of correction there : 1)Mugabe does not own Zimbabwe so there's no such thing as "Mugabes Zimbabwe" 2)Bheki Cele is doing well here in SA!!!He doesn't need to go to Zimbabwe to demonstrate his arrogance.

sue 5/7/2007 1:28:24 PM
How does Mr Cele know it was a non-black person who filmed his convoy? He assumes only non-blacks will point out the flaws in leaders? Wrong. There are many black SA citizens with integirty, mostly non-politicians. YOu should be ashames, Mr Cele. And yet another reason i will never support the corrupt ANC.

Sithembiso Zondi 5/7/2007 1:31:15 PM
They expert us to follow the rules of the road yet they drive reckless and fast. If they go fast, I will never stop driving fast as well. Nobody is above the law!!! If it happens that the convoy drives past me at 180km/h or more, then I will follow them at the same speed. That will help me see if theres speeding cameras!!

Warren 5/7/2007 1:38:23 PM
You sound like you need to move to Zimbabwe where you will accept such dictatorship and utter arrogance. F&ck what the law has pre-scribed and look at the danger that these convoys are putting other drivers including themselves into. Why in the first place was he late if he should be organized. Its not like a plane was delayed. It is true, some are really more equal than others.

Tanya 5/7/2007 1:39:05 PM
I watched the interview on "In the public interest" and Cele said: 1) They need to get the name of the motorist because he broke the law 2) He didn't have to go to the media, he could have reported the case, thats why they need his name, to discuss this with him (me thinks this contradicts point 1) 3) One cannot break the law to record someone else breaking the law (so all drug users/dealers who want to hand over their peers for commiting crimes should not do so) He's an idiot.

Pete 5/7/2007 1:39:28 PM
I agree your point, but was really saddened to hear that in phone-ins blacks generally supported Cele's buffoonery - the comments on this column also seem to have a white taint to it. Cele is not a racial factor, he is just a disrepectful, politically immature buffoon who knows nothing about the law and he should be censured accordingly, in the interests of good public accountability and effective givernance - but I bet he won't be.

Michael 5/7/2007 1:45:03 PM
A very good article, Jon. It's quite sad when our own government become the worst offenders, isn't it? Having had to pay a few traffic fines over the years (for breaking the speed limit), I am disillusioned by the attitude of the MEC. Surely, if he & his cavalcade break the law, they should take their punishment - just like the rest of us? I didn't realise that being a member of the ruling party suddenly made them above the law...

Nish 5/7/2007 1:45:38 PM
All my fines thus far were due to an emergency, as I was late for work. I should thus get a refund. Who can I speak to? [lol]

Richard 5/7/2007 1:47:52 PM
SA is NOT a democracy. Mbeke and his corrupt officials are still hiding in Mandela's shadow. Speeding is a minor offence. Didn't someone else get off on a rape charge???? Oh yes and isn't someone now an honourary pastor?? Please change point road name to screwthepeople road.

Anti 5/7/2007 1:47:53 PM
The letters refering to the speeding leads me to ask why most of our traffic officers also think they are above the Law, how many wear seatbelts? When asked, the answer I got is how can I dodge the bullets if I am wearing a seat belt? I only know of one person Superman and then he was also only a comic figure it is all amout the abuse of power and the complete disrsgard for the rule of law and this is turning this country into a lawless do as you please State.

Pete 5/7/2007 1:49:01 PM
I agree your point, but was really saddened to hear that in phone-ins blacks generally supported Cele's buffoonery - the comments on this column also seem to have a white taint to it. Cele is not a racial factor, he is just a disrepectful, politically immature buffoon who knows nothing about the law and he should be censured accordingly, in the interests of good public accountability and effective givernance - but I bet he won't be.

Pierre 5/7/2007 1:50:02 PM
The problem is that we are all shouting about this problem but not doing anything about it. I believe every driver that encounters reckless drivers should lay a charge of reckless driving at the SAPS. Let the courts decided whether it is ok for these people to drive at these speeds with no regard for the safety of other road users. Pierre

simphiwe 5/7/2007 2:08:12 PM
Perhaps speeding and breaking the law makes them feel more special and above all that exists. They seem to think live on the other side of the law where all that binds the "normal" does not apply to them. I'm sure they read John, they heard you lod and clear.

Capie 5/7/2007 2:08:34 PM
You can't blame them for being arrogant. They become church leaders by advocating unprotected sex with younger girls, taking discounts on Mercs, get promotions despite rape claims and ...the list is endless.

Pete 5/7/2007 2:10:10 PM
Not only did Cele pull the race card, but phone-ins generally showed support for him from blacks. The commentary on this column is also white. A democracy matures when the ruling party changes hands, but it takes its first real steps towards maturity when it recognises and censures political immaturity and buffoonery - we don't need to wait for ballot day to tell Cele to grow up, we need to speak out now to protect our hard fought freedoms.

DWT 5/7/2007 2:20:27 PM
Hold on people! Our valued Mec may have a point! Although the Honerable Mec does not know the person who filmed the speeding cavalcade, he has managed to describe the unidetified person as a racist. Now in my book the mec must have some super natural sense that us mortals dont have. Therfore I say to all you whingers, submitt to this higher being. We are blessed that he truly values his roll as a leader who serves us pathetic mortals. I say Viva! the arrogant Idiot!!

Dee 5/7/2007 2:36:18 PM
These leaders should lead by example - but what is happening is quite the opposite. I would tell my children - whatever they do, you must do the opposite. They are not above the law, nor are they God. It is time they realised this. The realisation may be painful, but it is VERY necessary.

P123 5/7/2007 2:40:36 PM
I am so glad you have the integrity to call things as they are as opposed to judging everything based on RACE alone as our ruling ANC always do. Have you heard about Mike Sutcliffe, he must be the biggest Racist in SA...

Wayne 5/7/2007 2:45:22 PM
Windhoek '93: my girlfriend and I watch in amazement as Sam Nujoma's cavalcade comes screaming down the empty main street, lights flashing and sirens blaring. Don't worry said I, our new leaders will have far too much class to allow themselves to look like insecure idiots...

Joseph 5/7/2007 3:14:26 PM
Let' us all stop voting for this IDIOT"S called ANC with a one stupid slogan (BETTER LIFE FOR ALL)This whole arrogant behavior does not happen in roads only, it happen to all the sector's of goverment,This fat cats wont change this lousy behaviuor until were take action for not voting the ANC right now.

Coen 5/7/2007 3:17:25 PM
The deeper question is: Are we a democracy or a feudal monarchy? If we are a democracy, all citizens are equal, and the more important, the more strict a person will be to respect and apply the law. However, in a feudal monarchy, a tribal Kingdom, or a Soviet state, the higher you are, the more the law is your servant. So the choice is ours: What do we want?

P 5/7/2007 3:26:09 PM
Excellent column. I agree with James in that the problem goes all the way to the top of the food chain. If the prime minister of the UK can fly on a commercial plane why does the president of our little country need a private jet?

Jabu 5/7/2007 3:41:52 PM
Has anyone done the sums to find out how much it costs for these cavalcades to accompany these Tin Dictators around at their whims? We cannot want aid from the West if we waste money on our own doorstep. Say no to a Banana Republic! Thanks to Jon & Natal Witness!

Bob 5/7/2007 3:47:21 PM
These arrogant, high-powered (sometimes low IQ) ministers have forgotten that they are in fact public servants... accountable to the very people who voted them into power. They seem to think that once in power, everyone must yield to their whims.
