'Kids could solve SABC crisis'

2009-06-08 08:49

I'll bet that if you took a class of Grade 3 school kids and gave each one a pencil, paper and a calculator, in between second break and home time they would quite easily be able to provide conclusive mathematical evidence that the SABC's mandate from parliament is unachievable. Pie in the sky.

Not long after 1994, the SABC was told by parliament that, in a nutshell, they have to broadcast in all 11 languages, provide education programmes for the masses, reach almost impossible and very expensive local content targets, use the absolute latest digital technology as well as a mountain of other stuff.

And it had to pay for all of this out of its own pocket. From license fees that people weren't paying and advertising rates that they kept having to drop because marketers rejected the exorbitant prices SABC was charging.

Look at it another way. If the SABC was a government-owned bank, it would be told that it had to provide home loan money to every single person in South Africa who was homeless, regardless of whether they could pay it back or not.

They would not be allowed to charge interest. They would also have to have all credit cards, cheque books, statements, and internet banking sites carrying all eleven languages.

They would be allowed charge rich people interest on loans and ludicrously high fees for just about everything.

Call in that Grade 3 class and even they would be able to calculate very quickly that the rate of interest that would have to be charged to rich people in order to fund houses for the poor would be monumentally higher than private sector banks were offering.

That bank would technically go bust but like the SABC and SAA, would be kept alive to continue providing second-rate service by mass bailouts from taxpayers.

I reckon its time that parliament started getting real about what the SABC can and cannot do. It needs to stop playing the SABC like a political shuttlecock. It's insane.

There we had parliament appointing a new board and Mbeki a new chair, and then within weeks of Polokwane parliament passes a vote of no confidence in the same board it enthusiastically appointed a few months earlier.

So, one can see why the existing board has been breaking up with resignations right, left and centre and the chair demoted. It didn't have a hope in hell of working.

And the people I feel sorry for are those honest staffers and management trying to do the best they can in a situation that isn't too far removed from the Mad Hatter's Tea party in Alice in Wonderland.

The SABC is now in crippling debt and its programming pedestrian at best.

But, what irks me most is that all this political power play and setting of pie in the sky goals and objectives is starting to cost the taxpayers big time. SABC wants a R2bn bailout from us.

And I am not sure how much longer the taxpayers are going to put up with having to bail out parastatals like SABC and SAA.

If e.tv can make money out of broadcasting without even getting a cent of those licence fees and having to face the same regulations as SABC regarding local content and languages, then there is not reason why SABC can't do the same.

The difference is e.tv is run by business people and not politicians or board members, many of whom are there just because it looks good on their CVs and the free banana muffins at tea time.

I have been commenting on SABC affairs for the past 45 years and yesterday when I had a chat to some Grade kids, they unanimously  agreed with me that SABC's problem is that it has been trying to reach for the sky without its feet anywhere near the ground.

Which, said one of the kids, means that all you achieve is to keep falling on your arse.

I agree totally, I'm so tired of seeing my tax dollars going to waste on these mismanaged organisations. Get people in their that know what they are doing, get rid of the BEE gravy train

jka 6/8/2009 9:37:19 AM
You say its not feasible for them to meet their mandate (i.e. the mandate is flawed) but later say if eTV can do it, why can't the SABC (blaming the management structure). SO which is it Chris - the mandate/function or the management thereof that's the problem?

Navarac 6/8/2009 9:44:51 AM
The listenership figures would most likely indicate that those who actually tune in to SABC programmes are probably those who cannot afford Mnet or DSTV and those who don't pay for a TV licence. The general standard of their programmes is pathetic.

DAL 6/8/2009 9:58:20 AM
Chris, you are absolutely correct. The SABC, along with our mess of a Health System and disastrous Home Affairs, is yet another clear indicator that being put in power by a mass of ignorant voters doth not a Government make. It' easy to be a struggle organisation, protesting about inequality, but govern a country well and efficiently for the good of all? That is something that has clearly eluded the ANC's grasp for the past 15 years. I wonder when the up-and-coming Black voters will wake up and smell the coffee? Politicians are supposed to be 'servants of the people' as far as I know. Somehow, the situation has gotten reversed. Perhaps Std 3 kids would do a better job in government.

Anonymous 6/8/2009 10:01:01 AM
You are absolutely right.. I recently saw a study of several state broadcasters and the split between % government contribution vs % of educational/national interest content. Stations such as BBC has a good portion of funding from government, but not our SABC. So we need to give the poor okes at SABC a break once in a while.

It was very clear that with SABC's lack of government funding they cannot sustain themselves as a business..

Stephan 6/8/2009 10:11:29 AM
Privatise the SABC...if a political organistaion wants to market their spiel then they can have their own station...but dont expect me to pay for our/any governments drivel.

kwezi 6/8/2009 10:23:55 AM
There is only ONE program I watch on SABC. Law & Order Criminal Intent. And only because its not on Dstv. If it was, I would never tune into the SABC. Their programming is pathetic - and their scheduling was thought up by a Grade 1 kid.

LoudP 6/8/2009 10:27:51 AM
"...free banana muffins at tea time". LOL! Good article, spot-on.

Allison 6/8/2009 10:28:03 AM
Although I agree somewhat with Chris' comments, I think a full forensic investigation has to be done at the SABC and those that are guilty of fraud and grose money mismanagement need to go to JAIL.
What has happened to the recent stories of managers 'buying' international content from their family and friends after encouraging them to initially buy the rights and add a few hundred percent?
These stories need to come out and those suspected of crimes need to face the consequences of the law.

Phinah 6/8/2009 10:53:59 AM
The SABC loves parties and throwing endless awards shows which are nothing, I think they have inherited this from the ANC, seeing that the ANC has a party in celebration of everything that Jacob says. A licence fee from me is not gonna happen, actually I wnat them to come and unplug their channels, and leave my TV set alone.

wayne 6/8/2009 11:09:14 AM
You think Std 3 kids could do things better? Well then we are on the right track, because our Prez only has a STD3 ???

johncarlos 6/8/2009 11:20:03 AM
Spare them a bit. They are one of the most underfunded broadcasters amongst those dependent on government subsidies. Also, they charge a relatively tiny license fee and have an extremely high piracy fee(license non-payment). Surely that counts against them.

To the reader who said it was BEE/AA: The columnist gave mention of ETV having no problem at all with its finances, yet they also use BEE/AA policies. I wonder how u explain that.

Joe 6/8/2009 11:21:03 AM
Firstly appoint business people only (non-political and non-racial) and secondly adopt one language, English.

ex-sabc 6/8/2009 11:28:40 AM
I have just completed 7 years of fulltime work there. My immediate boss had her hands in the till and so did countless others. I have never seen anything like it. Money was both wasted and taken liberally - when I and others tried to report it, we simply did not have our contract renewed and were asked to leave the Corporation - I and others reported the crimes to CrimeLine, the Police, the papers and the Internal Audit dept of the SABC, but to no avail. We were viewed as trouble makers. Until the mindset and top management there changes, these probles will continue. There is a real arrogance in place there and a feeling that they can do as they like and will continue to be bailed out whenever help is needed. My boss was exposed in the Sunday papers of being accused of corruption and wasting millions of taxpayers money, yet the SABC has done nothing about it......Shocking!

Norman 6/8/2009 11:40:35 AM
What blows my mind is that these issues (SAA / SABC) are widely known and generally accepted problems, but nothing EVER gets done about it really. Same goes for government departments...

Markiemoo 6/8/2009 11:58:41 AM
Yes Chris, however, as the average intelligence level at the SABC is less than a grade three pupil, we're unlikely to see either great programming or great management!

Maryanne 6/8/2009 12:12:49 PM
Have you noticed that they can not even get the programs fight. When ever you switch to SABC1 on a weekend to watch the movie it is displayed as "The One" I don't know if that movie ever showed. The programs and names displayed never matches. This is the junk we pay for............ Boot the whole SABC and start afresh with people that want to.

Musa 6/8/2009 1:04:15 PM
@Joe, I agree with your first point but not the second point;
This is south Africa and we have 11 official languages, if you have a problem with that then most people would be glad if you leave the country to an English-only country.

M 6/8/2009 1:05:40 PM
Just more conclusive proof that the idealistic approach the ANC uses will NEVER work. They apply this to everything and by doing this ruin the country. They want Utopia but someone else must pay for it and work for it. But we are hiring because of colour, not because of intellect and hence nobody realizes the mess they are in. I will not miss the SABC since I don't watch it. It's RUBBISH. So are most of it's radio channels!Fire them all and sell the bandwidth to aliens for all I care.

M 6/8/2009 1:12:07 PM
@Navarac: You hit the nail on the head! They provide "content" to those that don't pay. Wow it's lekker in SA, free Tv, free housis, free electricity, free water, free health care, free school, darn, why do I work all day if EVERYTHING is for free? But nothing works. I really, really wonder why. It doesn't take a rocket scientist.

M 6/8/2009 1:21:40 PM
@johncarlos: Because we all know how racists implement AA in the work place. And once a organization has been swallowed by the state/state sympathizers there is no turning back. The literacy rate in the police force/city councils is SHOCKING. I'm sure that AA wasn't implemented correctly otherwise all those literate ones would have never been replaced or have been replaced with people that can at least read/write/speak English. No? Now all I see is arrogant officials that couldn't challenge a kid mentally. And they are supposed to uplift. More like, more gravy trainers on board. And when the train breaks down, they will all start to walk again because *eish hy het gebreek*

Sgonondo 6/8/2009 1:34:25 PM
You wrong, comparing a national broadcaster and a bank simply expose your lack of knowledge what a national broadcaster is supposed to do. A national broadcaster is funded through advertising, and TV licenses, and sometimes taxpayer’s money. SABC mandate is to provides programmes for everyone, in all the official languages, and promotes universal access to its services.. Despite this the SABC has failed to honour this dismally. Currently only four languages are covered despite people from all ethics groups paying licenses and boosting viewership and listenership. SABC generates a lot of revenue from advertising as well as licenses. what’s happening there it’s because of mismanagement, you have expensive programmes like Zola7 that I completely useless, Jika Majika, commissioning of poor quality dramas, hiring 10 commentators to analyse one PSL soccer match. so I think your article miss the boat bro. Frankly if they close shop i wont miss SABC

Jimmy12 6/8/2009 1:37:44 PM
At jka: Chris is saying that the mandate from government for the SABC was unrealistic; not that the industry regulations are unrealistic.

Willem 6/8/2009 2:07:01 PM
The SABC has been "His Master's Voice" since the dawn of time. When the master was a racist pig, it showed up on the TV screen and in public. Now that the master is a racist, incompetent, thieving,self-serving political party, the result cannot be expected to be different, can it? The SABC's problems have come a long way, but SUDDENLY they take a dip and become much worse. It's now not just political interference with news and program content, it's theft, mismanagement, cover-ups. The SABC will never be privatized, this regime requires too much free airtime. My suggention is:Look at the law governing the SABC and IMPLEMENT it.Then, get an outside, private company, to do a personell performance review and let them choose employees. We can't trust the Government, or AA to come up solutions, can we now? The problem is personnel and management, so:get rid of them.

ZimGurl 6/8/2009 2:34:27 PM
The best advertisment for Dstv, is to be forced to watch SABC for an hour. Of all the things I am cutting down on in these hard times, my dstv is right at the back of the line to be cut.

BLACKsoWHAT! 6/8/2009 2:43:52 PM
I'd like to know why i'm expected to pay for a TV license, then have my tax money bailout the SABC... it just doesn't sit well with me, i feel like i'm being taxed twice.

KOBUS 6/8/2009 3:18:53 PM
The big problem at the SABC is nepotism. A relative of a very prominent ANC leader was appointed there without any of the proper qualifications and wasted about R700 million on buying broadcasting rights for programs that were never used. One single department has 24 "general managers", each one earning a fat salary. It's shocking to see first hand how the money is poured down the drain every day!

Kobus Verwy 6/8/2009 3:43:51 PM
Half the advertising we see on SABC is about mobile entertainment – the R10 per day ‘irritates us all’ advertisements. Comparing the quality of ads on SABC to a few years ago and DSTV it’s clear that the SABC is loosing its advertising client base. This cannot be good for business. With the continuing dominance of the mobile ads on air respectable companies will rather go elsewhere and thus the value of time on the air decreases with the snowball effect of having more cheap mobile ads on tv. Not only good programming but bring back the days with good advertisment.

Shampies... 6/8/2009 4:52:30 PM
...those same kids would then have said...we told you so...

buzz 6/8/2009 5:13:40 PM
Yes, our eloquent Prez has vowed to end corruption, fire the lazy etc. Let's see what he does with the SABC because talk is very cheap. Action is the only reality.

Craig 6/8/2009 5:24:04 PM
If the govrment bails out the SABC, I wont be paying my TV license again. Sorry but I am tired of being screwed.

Tina 6/8/2009 6:12:27 PM
Get in the police and send those guilty of fraud to JAIL. Criminals belong in jail!

Merv 6/8/2009 6:19:20 PM
Pay your Tv license, its the white thing to do!

Helg 6/8/2009 8:01:25 PM
Now for the big escape from present woes: a new plan - National Health - and more misery

Andrew 6/8/2009 8:06:35 PM
The SABC, SAA and all these other parastatals that cannot manage their staff and money for s#it can go down the drain. Why bail them out? Both SAA and SABC have shown that no amount of money or time or even political intervention have helped at all, so let them rot! Why pay a bum who keeps hitting the booze with that money.

The Reindeer 6/9/2009 4:31:48 AM
I'm wondering why licences are really necessary in the television world. Here in Australia, there is no such thing as a TV licence. The FTA (Free-to-Air) channels are exactly that - FREE, no licence required.
But, they are managed by business people and not Government. That's probably why.

Christiaan 6/9/2009 9:53:54 AM
All I want to say is "thanks Chris". Would be wonderful if the incompetent minds behind these decision could only read it as well and wake up!

Simon says... As you are entitled to an opinion, I will say it was a very well thought out superficial very much postmedern and pagan opinion. But you are right. Hymns are for people who are christians in the Bible sense of the word. Hypocrites should rather do something else. Why do unbelievers even attempt a christian wedding? your observation is very astute. But you mistake the church for something it is not. It is not the world you live in. So we will keep our hymns and you can sing entimental ballads at your weddings and funerals. God is not honored by flimsy show of pretensious "christians" either. Considering your worldview is postmodern and most probably pagan, not a bad article, but wholly uninformed. Read the article...
