Let's move Parly far away

2009-10-26 08:24

There is no question that putting Parliament and government in the same place would save a vast amount of money.

And while they're at it, why don't they just move the whole bangshoot combination away from Pretoria or Cape Town and stick it somewhere between Pofadder and Upington.

Ministers could then all belt around in their obscenely expensive cars surrounded by blue light convoys without throwing entire socio-economic megastructures into complete disarray.

Seriously though, it has always been an exorbitant luxury having Parliament sitting in Cape Town and Government in Pretoria. The money wasted on this insane system in the past could easily have provided housing and a BMW 750i complete with sports pack and waterborne sewage, to every single man, woman and child in South Africa a few times over.

Of course, the residents of Cape Town and Pretoria are going to scream blue murder if there is any hint that the new combined seat of Parliament and government will be moved away from their cities. Sure, some businesses will lose out but generally speaking, I can't help thinking that the benefits in terms of foreign investment, tourism and quality of life would probably be greater if one could advertise the fact that a city was NOT the seat of Parliament of government.

Frankly, I am delighted that at least government is thinking about doing something to stop this unnecessary excess.

And here's hoping that they start thinking of other ways of saving money but cutting down on things that really don't warrant the massive misguided investments we are seeing today.

Like forcing the football authorities to stop looking for miracles in Brazil and just hire someone local like Lucas Radebe or Clive Barker at half the price and twice the IQ of those imported has-beens.

And talking about saving money, I have to mention those ministerial cars again in the context of government not understanding what the public seems to be so angry about.

Everyone accepts, I am sure,  that buying a BMW 750i complete with every conceivable gimmick known to mankind, is not breaking parliamentary rules nor is it immoral, unethical or criminal.

What it is doing is sending out the message from Cabinet that ministers do not give a stuff about the fact that millions of South Africans are starving, homeless and dying from lack of medical attention.

I reckon all the average Joe is saying to government is; "please just give us one tiny little hint that all those election promises you made a few months ago were actually serious."

Downgrading a car is probably the best way of showing that one cares, during these very troubled economic times.

Agreeing to let Eskom jack up the electricity prices by 45% a year and then going out and buying a flashy Beemer does not tend to send out any kind of positive message other than; "now that we are in power we do not give a toss about poor people".

Unfortunately, this sort of suggestion will almost certainly fall on deaf ears because the world over, the prize for being elected to political office is being able to indulge in excesses such as flashy cars, five star hotels, the best restaurants, first class air travel and blue light convoys.

But at least, the consolidation of Parliament and government would be a start.

That is if they are serious and not just throwing the idea out into the public domain with the hope that the ensuing arguments will distract attention away from all those flashy cars.

if they are moving the parliment they might ae well move the roben ireland and every thing that cape town is proud of.should they move what will be the function of the parliment be since it is not going to be in use

Will 10/26/2009 10:05:55 AM
I'd move government to Cape Town... their convoys are always in my way in Pretoria traffic, the route to work for most of my colleagues has been closed for months so the Prez can build his private road to the Union Buildings, and those BMWs are polluting our air. We don't want Parliament, more politicians would just annoy us even more, let the Cape have them.

Besides, in Cape Town, labour laws seem to allow people only coming to work at 10 and leaving at 12, and working oh-so-slowly when they are at the office, that would suit the government really well.

Oh and while I'm at it, since Trevor Manuel seems to have no more meaningful function in government anymore anyway, why not fire Gwen Ramokgopa and install him as our mayor in stead, we could use some efficient administration for a change.

To Idiot Thumeka 10/26/2009 10:07:19 AM
Please don´t think around your own hole!
It makes financial sense, I´ve been to cTN numerous times but not becuase of the parlement building! In fact I haven´t even seen the parlement building. So shut your trap, and think with your heaD.

;-)

Steve 10/26/2009 10:08:00 AM
Putting members of the national assembley together with Government is a bad idea. I feel that the NA with all the committees they sit on needs to be free'd up to deliver in the direct abscence of ministers. They are all simply to busy to be lumped together. They will suffocate one another, the NA are already doing it amongst themselves in Parli. And thumeka is also correct. Drill a bit deeper before beating the public funds drum.

LSA 10/26/2009 10:09:12 AM
Moving parliament will be a costly exercise. They will have to procure a site for parliament to be rebuilt. In the long run it will be worth moving parlaiment though. There will be far less travelling by plane, less accomodation costs, the ministers wont need to buy 2 cars and 2 official residences. They should just move it soon and then house parliament in the Union Buildings!!!

IandI 10/26/2009 10:15:41 AM
Agreed. Moving parly to Pretoria would save money as ministers will not have to buy 2 limos, but only one. The old parly building in Cape Town can be turned into a hotel or flats to accommodate all the homeless in that area. Then there would be no reason to go to CT anymore, best sea?(in Durban, warm), best mountain?(Magaliesberg/ Drakensberg). Who wants to go to Robben Island anyway?Maybe future presidents like Julius and Fikile should spend 20 years there??

LadyEagle 10/26/2009 10:23:24 AM
There's been talk about this since I can remember (1976 to be exact). My parents did 'parliamentary service' and we lurved getting flown around twice a year at government expense. So if they implemented the move then, the cost would have been offset a long time ago already. Ma'dis'te lekker om so te travel, so this issue will probably never be solved.

Pieter 10/26/2009 10:23:37 AM
Parliament with all its buildings is already in Cape Town.Building a new Parliament will be costly and wastefull. So keep Parliament in Cape Town and move Government there as well. There is enough criminals in Gauteng.

Lulu 10/26/2009 10:34:32 AM
Move them to a single parliamentary point. At the moment they are having full-time holidays at ratepayers cost in 2 South African cities - Cape Town and Pretoria. Restrict them to holiday in only 1 city - preferable Pretoria so that they can experience first hand what has happened to postponing development in major cities and how much manpower is being lost by workers arriving late due to traffic delays. Thank goodness for 2010 which brought with it some upgrading of roads, etc, etc. Needless to say after 2010 the rot will start setting in again and the fat cats will just keep on stuffing their pockets at the cost of the poor squatters who voted them in. Wake up government supporting South Africans. You will NEVER receive what you voted for. There is just lots and lots of talking but what is so predicatable with the powers-that-be, absolutely nothing happens when discussions and resolutions taken need to be implemented. Bus driver, move that bus!

Elgar 10/26/2009 10:53:47 AM
I suggest to split the country and declare the Cape independent. That way you would immediately create an economic powerhouse at the continent's southern tip, with a parliament already in place. The rest of the country, ridiculed and derided abroad, has the government it deserves, while there will be one that actually functions down in Cape Town.

Please move Parliament : the distinct smell of bullshit every time parliament is in session really buggers up our clean air . Give Parliament to those who deserve it up north and leave us to ourselves and the tourists .

James 10/26/2009 12:30:17 PM
Moving the 2 seats of power to the same city makes sense, if it was being done for the correct reason. Yes, I agree we will save alot of money, however, the savings will simply be wasted on more luxury cars, expensive hotel stays etc.

Ron 10/26/2009 12:38:14 PM
Please move parliament to Pretoria and then immediately change the name to Tswane. At least honour and dignity can return to CT and people can talk in longing of a safe old Pretoria that is no more!

Doc 10/26/2009 12:44:25 PM
Moving government to Cape Town would increase the average IQ of both cities, so go for it!

pierredup 10/26/2009 12:49:05 PM
The worst aspect for the ANC is that they have parliament in a city and province where the DA are running the show. They cannot do their thing here as they wish. Soon Helen will put an end to their blue-light brigade. We have already shown them that all their big talk of BEE is pie in the sky. The color of your skin is not that important down here -- that's why all of Africa south of the Saharah is heading here. They know a good thing when they see one. Let the ANC and all its Malema and Zuma overblown egos go where they can live with themselves; we won't miss them, really...

republican 10/26/2009 12:51:54 PM
Putting them all together in Pretoria will add to the centralisation, add to the ease of power-control and abuse of power. Having the elected parliament here and the civil servants (sic) up there does make some theoretical sense. I don't see why the great number of rank and file members of parliament have to fly to and fro. Their parliamentary work is here. Cabinet would have to continue shuttling but that's relatively few. Why not shove the whole thing onto the net, get digital competence and save a fortune.

Gerhard 10/26/2009 1:00:15 PM
How fast we forget. I was involved in the Midrand Parliamentary Bid. Many cities/towns took part in this process. The short list was eventually whittled down to three - Cape Town, Pretoria and Midrand. Then Midrand was eliminated, leaving two. Eventually, Pretoria won - a decision by all 400 members of parliament (though not unanimous). So the ''where'' has been taken care of, its the ''when'' and ''how'' which are under discussion.

Capetonian 10/26/2009 1:25:00 PM
We already have a government that works in Cape Town. We don't need the ANC here. They are welcome to move to Pretoria.

Not so rich Capetonian 10/26/2009 2:00:18 PM
Please, please move ANC up to Transvaal. No money will be saved, this will just be more money for the ANC to spend on themselves, at least we will not live in fear that something like Malema or the others will maybe live close to us. I am very fortunate that where I live is not 'smart' enough for them so peace prevails in my lovely village. Now that we know for definate that Mugabe's grandson is our next president, everyone must be very afraid, including the poor ANC fools who voted for the ANC.

wkdSA 10/26/2009 2:00:26 PM
It makes perfect financial and environmental sense for parliament to move to PTA. No more unnecessary flights, additional vehicles and housing for parliamentarians.
Also less protests, marches and chaos in Cape Town.
I say let it go, and convert the current building into a museum and institute for learning, maybe the home of SiliconCape.

JP Swartskaap 10/26/2009 2:29:44 PM
There is alot to think about with this statement. Saying this im also stating that im still a young guy but have done a bit more reseach about this. Not all the political leaders are the same when it comes to this lifestyle. Im am fortunate enough to live in the republic of cape town where our leaders said no to new cars...because the old ones were fine. As for police convoyes i know that people would be fired if they switched on blue lights to get our leader through traffic...she is human like the rest of us and we also have to be places on time.

You can take the parliament, hell take every party away dat doesnt have a right or say in our republic, THE REPUBLIC OF CAPE TOWN

Steve 10/26/2009 2:57:29 PM
In theory maybe yes, but in the real world the country will not be better-off. If you really believe a few flights will have an inpact on the fiscus you are dillusional. The capex on such a move would fund current logistics probably for the next 3000 years alone. Focus on real issues that affect SA not flight logistics and a gdamn discounted parlaiment lunch. Also this would entail the complete rebuilding of parlaiment village which was paid fore in the early apartheid days but neverthless is paid for and available to ALL out of town MP's

Gazzo 10/26/2009 3:21:18 PM
Well, since the judicial capital of the country is in Bloemfontein, why not move Government and Parliament there? It would provide a massive boost to Bloemfontein's economy, it's more centrally located than either Cape Town or Pretoria, and there are fewer distractions for MPs.

Fransz 10/26/2009 3:28:18 PM
yeh , send them to Cape town , then their out of our hair AND they can learn how to run a town / province efficiently

Been There 10/26/2009 3:44:30 PM
I have always been for money saving solutions but this is to much! This has been a question over many years and the answer has always been the same. Dont move. I grew up in this system, moving every 6 months and know it well. Just imagine the aditional waste to find accommodation for the families that will be living far from home. In Cpt they have an established "Town", school, and furnished homes. How much would it cost the country to move these families with furniture? If you don't understand the Parly system dont comment!

walt 10/26/2009 3:55:41 PM
Send these idiots to Mars! We will save on corruption, stupid decisions, etc. Everything will be a whole lot better without them!

yvonne 10/26/2009 4:01:06 PM
You know you people are all missing the Point. This is about saving money! Millions and millions that can be used to upliftment. The obvious place would be Pretoria. It is close to Oliver Tambo, All the major Embassies are there.International Business is done there -not in Cape Town and also Cape Town is also an old City and the centre of Cape Town is much older and the roads narrower and it is not practical at all!Just imagine the cost savings on communications over shorter distances, the savings on transport, the savings for once that every Parliamentarian has 1 house, 1 car . This is the right way to go. It should have happened in the years of the National Party already, but maybe now
THAT EVERY south african is getting fed up with these flashy mansions and flashy cars and flashy hotel stays, it will sink it, there is trouble brewing, big trouble, the masses ARE FED UP>The service delivery riots are going to nothing in compared to a National
Riots over FRAUD TAX MONEY and FLASHY PARLEMTARIANS WHO THINK THE TAXPAYERS MONEY ARE THEIR PERSONAL BANK ACCOUNTS LOOK AT THE HOSPITALS WHAT A MESS, LOOK AT THE SCHOOLS, WHAT A MESS, LOOK AT THE HOUSING WHAT A MESS. BUT THEIR CHILDREN ARE IN PRIVATE SCHOOLS, THEY GO TO PRIVAATE HOSPITALS, THE LIVE IN FLASH HOTELS AND USE THEM AS ACCOMMODATION CAN YOU BELIEVE IT. IT HAS GOT TO STOP. EVERYBODY IS FED UP START WITH 1 HOUSE AND 1 CAR IN PRETORIA AND STOP FLYING ABOUT FOR ALL SORTS OF NONSENSE AND MOVE TO PRETORIA AND HAVE BETTER CONTROL OF WHAT THE WHOLE LOT ARE UP TO.tHAT IS PRESIDENT ZUMA SHOULD DO MOVE AS SOON AS POSSIBLE AND GET CONTROL OVER YOUR ENTIRE CABINET IN PRETORIA AND HOLD THEM ACCOUNTAbLE.

liesl 10/26/2009 4:28:29 PM
Oy, Will, we don't want them either! Pretoria can have the lot of them. Your roads are better geared for flashy blue light convoys ...straighter, broader, more congested, more people to intimidate ... :D

Keith Downs 10/26/2009 5:11:04 PM
Cape Town residents should not be too concerned with a move of National Parliament away from their city. What they lose in Prestige will be gained by a greater autonomy for their province
I also note that in UK where I am on holiday there has been a scandal due to the exposure of MP's expenses. David Cameron has said that the outcome is "infinitely preferable to a whitewash" I surely wish the ANC government would subscribe to that sort of thinking. I also note that MP's who have been caught out will not be standing for re-election.

Colin 10/26/2009 5:53:36 PM
Let MP fatnecks pay their own accomodation and travel expences to no matter which City, then speedy decisions will be made. I will guarantee this!

FP 10/26/2009 6:16:22 PM
All sounds good to me. So when is that referendum for Cape independence coming up? Would be great if we could merely exchange the outgoing parliament with our own one!

ham 10/26/2009 6:42:54 PM
Bloemfontein is too close to Pretoria. Send them to Cape Town!

Pierre Hough 10/27/2009 6:14:56 AM
How about moving the ANC 'Government' back to Robben Island and let the Opposition 'carry on'. That would leave us with lesser incompetent people. Almost!

Burtfred 10/27/2009 6:55:10 AM
Send them all to Lohatla - where every 5 minutes, nothing happens and it lasts for half an hour

Ntshadi 10/27/2009 7:06:37 AM
well said Chris it is cost effective and make businesss sense.

Suzie Mtwetwe 10/27/2009 7:57:30 AM
Another suggestion is move government and parliment to Robbin Island, everybody can resume their same ole, accommodations, and maybe then they will start thinking about the people starving in South Africa. They have come a long way from their ideals, and hopes for a better South Africa.

MOVENOW 10/27/2009 8:02:08 AM
Why not put them all with their friends in Zimbabwe? They are trained in exile after all.

CPT 10/27/2009 8:18:38 AM
I liked the idea of having a fresh start. Moving parlement to pofadder or Beaufort West...even Nuy...but not Upington though...Upington is still quite okay. Send it somewhere where it will help with rural development...

Thembeka 10/27/2009 8:52:32 AM
...Why dont they move it to Lusaka ????

MOVE=YES 10/27/2009 9:12:31 AM
My VOTE is YES-move Parliament.
Less worries about having to have roads closed, for when they "talk" about ????

Dave 10/27/2009 3:12:41 PM
I support moving the ANC Parliament away from Cape Town. That would leave the way open for the Western Cape to declare independance and form their own government under Hellen Zilla - Ooooorah!

Sakes 10/27/2009 6:39:54 PM
Why dont they just move everything to Bloemfontein/Mangaung. It is central and will improve the economic outlook of that province.

Sakes 10/27/2009 6:46:14 PM
Bloemfontein has the potential to develop a new capital from scratch, without all these hang ups and vestiges of old. GodZille can try for secession, but the true Capetonians wont allow that. We are South African and once owned the whole of Southern Africa, the Khoi-San

ex-pat 11/1/2009 3:09:19 AM
Will: "I'd move government to Cape Town... their convoys are always in my way".
Good idea. Just think: those blue light convoys screaming around Chapman's Peak drive - with any luck they'd miss a corner and all go flying off into the sea - good riddance to the lot of them.
