I recently had a memorable run-in with the local electricity department. I had just moved into our apartment and was told that I had to register at the electricity department and put down a deposit to get the electricity account into my name.

The first month an envelope arrived, addressed to "The Occupant"; whom I reasonably assumed was yours truly.

I toddled off to the Department with the bill only to be told that I couldn't pay it because I wasn't The Occupant and the envelope was clearly made out to The Occupant.

I then contended (rather logically and completely fairly as far as I was concerned) that I was, indeed, The Occupant and had been for the last month: they could check with the landlord.

A woman behind the counter looked in boredom at me through the dingy window when I said this.

Hardy types

It was abundantly clear to her that I was NOT The Occupant, since my surname is FIGG and not Occupant - so why was I wasting her time trying to claim to be someone I wasn't?

In the old South Africa, we will all remember having had to contend with government workers who had spent the last twenty years in service of the state, learning various clauses, paragraphs and sub-clauses by rote.

These were hardy types, who could not and would not be swayed by eloquent argument or reasonable debate. This woman was cut from the same cloth - in fact I think she was a hangover from that era because there was no way on earth that she would accept what I was trying to say; viz that since I lived in the flat I must be the bloody occupant!!

With an air of finality and a stamp on the paper she told me I would have to stand in line 3 and go and pay an amount of R850 in order to have my name put on the account instead of that of the increasingly elusive Occupant.

This Occupant, by now, had taken on a personality of his own and wasn't about to be usurped by me - he had his own account and now I must create mine.

It is rare that I am unable to volley back a convincing argument - my Irish ancestors must've kissed plenty of blarney stones because usually I am able to persuade the person I am arguing with that I am, indubitably, in the right and they are, squarely, in the wrong! Not so with The stubborn Occupant and his champion, the woman in the government issue uniform!

I went reeling off; trying to process this amazing turn of events and the woman fell to seeing to others, presumably with as many complex and convoluted problems as I had had.

Flawless logic

She despatched them all with blithe ease - I mean when your centre of logic is as flawed as hers clearly was - what argument can a reasonable person ever offer; truly?

I went into rebellion mode and trudged back home to my grungy flat where The Occupant lurked, smugly. I glared at him and told him to leave; but he wasn't having any of it.

A month or two later I was sent a FINAL DEMAND which said that my electricity would be cut off if I didn't pay in four days.

I phoned them to tell them they had the wrong person: I was Colleen Figg and not The Occupant. Therefore, using their own flawless logic, I didn't owe a cent to the Department.

Ja. It affects us all, in the end. The Government Mindset.

Ha Ha! Excellent! That's exactly how they are, so damn stupid! I went to change my surname on my account because I recently got married and I was told very politely, "We don't do that here, you have to go to the deeds office to do that".

Colleen, if you have not heard of the Peter Principle, google it. Peter's Corollary states that "in time, every post tends to be occupied by an employee who is incompetent to carry out his duties" and adds that "work is accomplished by those employees who have not yet reached their level of incompetence".

I feel your pain, i think many of us have faced that dead pan face through the glass that is bored and uncomprehending. I inherited property which i now occupy. I receive 2 bills , one for me and one for my dearly departed. Do i go stand in the que and argue...? not a chance, rubbish bin beckons.

Ha, ha!!!! Excellent!!!!! Ja it just shows, u get people with degrees(for example) that have no 'logic ability'. Want a perfect example???...That idiot Mugabe. Apparently he has a few degrees behind he s name, but you will never say when the bastard open he s mouth. He probably also have no 'logic ability'- Ha, Ha!!!!

I have had the same experience except that I became twins, home 1 and home 2. They split my account (they could not explain why) and they are still having problems merging home 1 with home 2. Even though there is only 1 home. I have been there three times and it still is not fixed ????

Colleen, yeah, I understand this all too well. SA public-facing officuals seem particularly badly affected by skewed centres of logic. Sadly, it is not limited to Sunny SA. I have found similar elsewhere. Admittedly not institionalised to QUITE the same extent. BTW - have you tried starving The Occupant ... perhaps "it" will leave in desperation! ;-) Have a great weekend!

Or have these types seeped into companies like Neotel as well? I receive two bills from Neotel every month neither of which are mine, after 4 months and 6 letters plus 6 emails, I have resigned myself to the emminent legal action, perhaps they can sort thier admin blues out in court.

I tried to change my registered address. I was told to fill in a form which had been posted to my old registered address for me to complete. The more I told them I would not receive it, hence my request to change it, the more blank the stares became. It was never changed, I gave up. Funny if not so inconvenient!

Some 22 odd years ago, in the Ciskei......I receive a water bill for R120.000 (22 years ago hey)... Long discussions, it came out that of the 2 watermeters they just added the two figures TOGETHER to make 1 figure....and compared that to my previous number..... When they came, reluctantly, to check up again, they maintained that I was wrong because the 2 figures that they saw were different with what their reading showed (the 2 together thus)... Me: yes, but those were taken 3 months ago....

LOL! I loved your reply! I totally understand what you mean by this LACK of thinking though. My mother once went to the municipality (in the EC) to sort out a problem with a plot she was trying to get rid of and was rudely told by the lady that it is not their job to help people with plots and my mother must go away...niiiiiice!

YUP, i short paid the estimated elec account by R2.95 and it was cut immediately. So i had to troop down to PNP and cough it up to get reconnected which took 2 days.. and R150 discconetion fee, followed by R150 connection fee... dam i just love dealing with government departments !

The most amazing thing about this story is that this is where our taxes go. It would benefit the country if a small portion of the recruitment bill went toward 1) establishing if the person has a brain, 2) if it has ever been used and 3) could it be used in the future

Our municipality turned off our power (without warning or letter of demand or anything) because the PREVIOUS owner didn't pay his bill for his NEW porperty. Makes a lot of sense, doesn't it?

I cancelled my dad's tv licence when he died. They intially cancelled it, but sent him a new licence which they tried to bill him for, just in case his "circumstances had changed". Finally resolved it, but then still got a letter adressed to him, stating that he would have to buy a new TV licence if his "circumstances" changed & he, by some miracle, needed to buy a new TV.
