1% tax for SABC 'a sin'

Dear Editor,

Here we go again. Yet another state owned agency / department is mismanaged into a huge financial crisis, and yet again the working class is going to be forced to cough up and rescue the idiots from their own stupidity.

This idea that the working class MUST always be taxed for everything and everyone is making me sick. We must do nothing. It is even worse when we are forced to pay for someone else's deliberate stupidity and self-enrichment.

Let us do some maths. Currently a TV licence is around R240 per annum.

I earn R300 000 per year. This means that my TV licence will now increase to R3 000 per annum! Wow, that is nice... so our friends running the SABC can earn bigger bonuses and enrich themselves even more.

My last thought - it is one thing if you tax me for food, water and basic services essential to the survival of the poor. But to tax me for entertainment? Come on, surely everyone can see this is an unacceptable idea.

Let us all stand together and boycott these fools.

SABC is in financial meltdown due to cadre deployment and the tax payer gets hit with the bill? Absolutely ridiculous. This 1% will go where, straight into the next cadres pockets. Slowly but surely the country is going bust, shame the all powerful great leaders we have and their supporters cant see it

I would have to agree. There are far more important things for tax money to be spent on at the moment than television.

Agreed. I do not watch SABC, it's crap. I feel that DSTV can remove the said channels from my bouquet. Why do I need to pay if I do not use it? It's like paying tax for water if you have a borehole. What's next? Paying tax for public transport if you own a car?

I must say that I am vehemently opposed to violent (and destructive) strikes and demonstrations, which appears to be the norm in SA. In this instance, however, I feel that as a tax payer, who doesn't even bother watching SABC, I would be prepared to join all other tax payers in showing our displeasure of this idea. It is nothing short of blatant theft. I would, for once, even go as far as to say, that I would gladly contribute to the total destruction of the SABC buildings and equipment, if this idea is legislated. Eneogh is eneogh!!

I agree 100% I was handed over by SABC to another company wanting their license money despite the fact that i can prove I have already paid? The person who contacted me was most rude, treated me like a criminal accusing me of lying despite the fact I can prove I paid? Am still awaiting an apology. That I pay is because I must, I don't watch any SABC viewing it is atrocious and don't think we should have to pay for viewing they should make their money from selling programmes and advertising and stop wasting money on large undeserved bonuses and revamping unnecessarily (sounds like other government departments). If government continues at this rate there will be no working class we will all be poor awaiting handouts. TV is not a right it is a luxury. To tax us for SABC would be a gross infringement of our rights and the simple fact is that they just want to throw money at their problems instead of fixing them - appoint people to the board who actually know something about programming. If they give them this money what will it be next year 2% - here's an original idea hows's about getting rid of all the dead wood at the SABC and actually doing some work like the rest of us!

What worries me is that the various taxes we pay (never mind Eskom saga)are not accounted for individually. Thus, there is a central 'bottomless pit' into which all taxes disappear, much to the convenience of the ANC.

If their programming is so cr@p that it cannot attract enough revenue from advertising to survive without handouts,(like e.g. E-Tv), pull the plug on them. No use flogging a dead horse. NOBODY WANTS THEM!

Maybe a potential solution would be for the Government to add 1% to the VAT that EVERYONE pays when purchasing?

That way not only tax payers are affected, a lot more money will be brought in and hopefully we will finally start getting some decent TV from those idiots at SABC...

First they don't pay electricity and it gets hiked so that Eskom can make up money, and now all the townships don't pay tv licences so we will get nailed again in tax which ... surprise surprise, most the people don't pay as they do not earn enough. Get money from all those collection agencies that waste time, effort, money and energy, on sending me (a paid up TV licence holder) and my wife - threating sms's. Get them to pay back to SABC. When I do get through all the faceless automation to a person, I am informed that the SABC gave them my contact detail. I now tell them to please proceed with their threat as I'd like to meet them and the SABC in court, with the sms from SABC thanking me for paying my licence. This however does not stop them form sending sms's.

I heard a very interesting comment on 702 this morn. The SABC is apparently going to adopt the same format as Multichoice. They can then cut the services of those who don't pay their licences.

I think the solution is to privatise.

Please get involved. We need to consult the Portfolio Committee on Communications and get hold of a copy of whatever piece of legislation the Department of Communications (and SABC) are proposing, and flood the Portfolio Committee with submissions opposing this sinful act which is being proposed. If we don't, it will become the law.

I won't pay the 1% tax. I don't even have an aerial connected to my TV, and I don't have DSTV. My TV is used for DVD's and downloaded content only. I won't be taxed to help subsidize another ANC appointed cadre to get a new BMW (with optional extras). Screw that.

Your calculation is incorrect...

Its 1% on the tax collected and not 1% on your total salary package...

So if you paid 10% tax on your package this would be R30 000 and 1% of this would amount to R300.

But yes I agree, why should we be made to pay for SABC incompetence and mismanagement.

The SABC should be privatised and be made to compete and provide value just as any other listed company in South Africa does.

I have been following this website for almost two years now, and came to a conclusion that majority of people reading this site (more than 80%) are white. I agree entirely with the author and most responses, but other than complaining on this site, what are you guys doing about this issue? If i can organise a march or somithing, will you (whites) participate? the answer is no. I have a tv which I watch videos and movies and documentaries on , but I refuse to pay for a tv licence as I never watch the great old SABC .The Airwaves are free and so should our tv broadcasts be . If there was something I wanted to watch then I would pay for it , but they have nothing that I would consider watching .dstv on the other hand , now that I dont mind paying for .

Well, have just logged off from various travel agents websites. Looks like January we will be leaving this country. Finally, we have just simply had enough. Would rather sit out the gross weather in England, what's the point of living here anymore when quite frankly all we still have going for us is the weather but we can't enjoy it because we are in doors working those two to three jobs that we have to have just to be able to put food on the table for our children. Trust me, if I had known in 1992 when we voted in the referendum what I know now, my vote would have been very, very different. Our annual tax contribution is already over R200000 for which we get absolutely sweet blow all and now they want around R9000.00. It will be a cold day in hell ......

The solution is simple. If you want to watch SABC then you go and buy the new decoder for HDTV they will be releasing soon and the SABC should charge you a subscription fee like DSTV. If you don’t want to watch SABC then you are stuck with E TV or go to DSTV. This will mean that the masses who never pay will be forced for the first time in this country’s history to fork out for services.

We were always brought up to think about tax in terms of the biblical madate, "give to ceasar what is due". I have beeen thinking lately, is my tax money actually due to ceasar. Should I pay R3000 a year to the SABC when I dont even have a tv. I think not. I am serioulsy thinking about Juuking on my tax now. I think the govt is starting to shoot itself in the foot. If you cheat the public they are going to start to cheat you. When the problem goes beyond a certain point SARS will become a toothless tiger.

I fully agree that this is a total rip off. Why don't they appoint people that are equipped to do the job and get rid of the idiots. Why do we have to fork out money to assist them when we can barely survive on what we are earning now. I think its time that our new government start playing their role and stop making promises to the citizens but never materialised. Maybe they had to do a thorough investigation before handing out handshakes of R7 mill to someone who was incompetent lol.

I agree with Carel. SABC can have decoders like DSTV and charge a monthly subscription. Let's see how many customers they get! My sister in law was billed R58000 for an overdue TV licence in error. That would mean she must have bought her first TV about 500 years ago. Try fixing that. Or cancelling a TV licence for someone who has died. A year after my dad passed away, they issued him with a NEW TV licence..just in case his circumstances had changed!?! He was requested to "appear" before a commissioner of oaths and declare that he didn't have a TV. I'm still waiting for the SABC to recommend a spiritual medium and to set a date for his "appearance". I stopped short of posting them some ashes to prove he'd passed on. And yes, the people that work at the SABC TV licence department are extremely rude - and thick.

If I only believed even for 1 second ministers will listen to the people, only for 1 second I would make the effort. The only time the government listen to people not busy with disrupting South Africa is when the law requires them to count votes after an election. Street names, even in that case the ministers didn't listen to the black communities about what they want.

What we need to realize is this. You pay a TV license per household, but now you will pay for it with 1% of the salaries of each tax paying individual in the household. My wife earns R100,000.00 per year and I earn R240,000.00 per year. This means that we will now need to pay, not R240.00, but R3400.00 per year. That means a 1400% increase. And what about households where you have many working people living in the same home?

If any of them worked for a privately owned company they would have been fired a long time ago and charged with fraud, but being the government, they are just being reshuffled to steel and pillage somewhere else.

Only draw back is petrol is €1.17/Lt. But who needs to by petrol when you have a "public" transport system that works.

I do not understand why everyone here is so stressed about paying for tv licenses, water and electricity. I thought those were supposed to be free. Most townships do not pay for this, because they have voted for a party that promised them everything for free. I personally know of communities were Eskom have fully knowledeg that no household is paying for electricity, and its the way is supposed to be.Actually, this said communities, get first preference should lights go off, technicians are send to the area to sort the problem out, before the community start burning cars, burning municipal buildings etc

Why did I buy a television set?

To be able to play my XBox and watch my DVD's. In fact....I do not even get reception to watch the very poor quality SABC where I live. So whether to pay for a service you do not use is the first question. If Dstv can make a living being privatized then why do we still need SABC as a government run service? Its the fact that every time you see the same people in a differrent movie as if South Africa dont have anymore talent left. Looks they dont understand enterprise mangement.

If the public can buy shares it will be fine because the user will have a say in the future management of the enterprise.

Food is already expensive to include it in VAT. I wont pay a cent to go to the governments legal laudry of citizens taxes to a few elite people.

SABC has a lot of potential to create wealth and better entertainment. Its just the leaders should let go off friend friend, favour favour and family family. I have a B com Management degree and think young graduates will do a better job. Instead of illiterate politicians.

If a politician runs an enterprise its sure to fail because Business Management principles totally differ from a political perspective.

Lately laws are just passed without proper research and public opinion as it must be in a democracy. Life is to expensive to stay out work for things that dont have a commen sence.

We have a bright future if bright people are at the top. They are not bad people but their advisores are. How can u advise to rip off people for a service that's not worth every penny? How can a Tax collector be head off finance it wont suprise me if tax will be deducted for every problem he cannot solve.

How exactly are you, or any of us for that matter, going to avoid paying for it, and anything else they may dream up.
The SARS take up front and there's exactly zip we can do about it - part of the (already in progress) campaign to redistribute our money. Not wealth as most of us are far from wealthy, but you get my drift.
We are already paying for those who wish not to work, the criminals and the politico's who are just creaming us all.
There seems to be 2 alternatives for the rest of us. Either get out of ther country or resign your job and join the masses!

With this tax they don't even give you a choice. You must pay for something that is of inferior quality, doesn't cater to your entertainment needs and desires, and is totally incomprehensible half the time. Have you tried to watch soccer on SABC 1? The proposal for 1% increase in personal tax to support SABC is absurd and appalling. It is the same as Eskom proposed 45% tariffs increase for the next three years. But, what make SABC case even more ludicrous is even treasury the custodian of national budget and tax policy have not heard of this proposal. Last week the national treasury assured the nation that taxes went going up not at least now. Though fiscal coffers are likely to remain under pressure for some time but hopes are on automatic stabilizers (upward surprises on economic growth) and broadening of tax base. The SABC mismanaged funds and they want public to fund the gaps, sorry cant. Maybe they should first give us what went wrong and who is accountable and what actions would be taken against perpetrators? Further, they must give us a medium to long term turnaround strategy. But clearly government must privatize these institutions, they cost the nation.

Government needs to understand something very clearly - working class have had enough we are overtaxed as it is and already despair at tax money been used to bail out organisations such as eskom, saa and sabc. It is appalling that we must continue to support incompetence - these institutions along with the railway and while we are at it metro should be privatised. Clearly BEE at this level has not worked if you can't source the right people for the job then scrap it and privatise. We all win. For those of us that work hard most weeks of the year the excessive incompetence at these institutions is appalling and insulting and we have had enough. This country has gone to the pits because of the ANC habit of appointing political cadres who most likely probably didn't even do anything during apartheid and I say it is enough they are not equipped for the job consider the shambles that are most municipalities and the alarming missing funds across the board. Appoint the right people for the job regardless of gender or colour and turn this country around - education and patience will see the demographics be what they should but this cannot and won't happen overnight. Use lotto funds to create adult colleges for the disadvantaged to learn some skills and complete their education but government must outsource this correctly - government has proven incapable and incompetent and would clearly bungle this up.

I also used to work in Parliament, and when public comments are made on any proposed legislation, there are people who are appointed to analyse them and bring them to the attention of the decision-makers. Some people also go and make verbal presentation in order to change the proposed legislation or oppose it. Parliament's relevant committee is obliged to take into account what the public says and make the relevant changes. If they do not, one can demand to see all the relevant documentation, take them to court and force them to do what the public demanded. Of course that will be what the majority of the submissions said.

There is no public service on either TV or radio that is not total rubbish.
Hence i have no TV, and never switch on the radio. Let them go bankrupt, i wouldn't notice the difference.

Why should we be paying extra for something thats not our fault. In my 37 years on this planet has SABC ever given the public anything for nothing? Have they ever given a free years TV license when they were making huge profit. Uh... NO !!! so why should Joe Public foot the bill for their incompetance to run a business. Please don't get me started on the quality of shows on SABC 1 2 or 3. It's appauling. Repeats all the time. it's unacceptable. This has to be a legal infringement on our rights. If SABC made it Pay Per View, I guarantee +/- 90% of South Africans would not have TV. Get rid of all the guilty parties at SABC, cut down on the huge salaries and bonuses , get a better selection of content and stop trying to rip the botton out of the public for something that was incurred due to mismanagement. I wonder if the boys from SABC and the boys from Eskom went to the same business school? Pathetic

If you want to turn the company around do what SAA did. Get the incompetence out and change it with competence. In other words get rid of political appointments and this doesn’t mean that transformation needs to end. This will improve transformation; there are a lot of competent non white business men and women that this country can offer... Or what we can do is scrap the SABC completely or we can let e tv. take them over and run it as a proper company that is profitable. I feel the same about ESKOM and other non profitable parastatels.

THIS IS CRIMINAL!! It is absolutely UNFAIR to expect of the working class to cough up for the SABC's mistakes. Just because TV licenses are flawed doesn't mean you can just throw your problem on the hard working South African's - most of which own a tv license anyway or rather watch DSTV with a much bigger variety of shows. I never watch SABC anyway so why do I have to pay for it. I don't mind paying a tv license, but paying 1% of my yearly salary in tax to the SABC is criminal!!

I do not own a TV , I work, I pay tax, I dont have time to watch TV . There should be an option for people who do not have a TV to opt out of this tax. Work is scarce so I work 65km from where I live. A lot of my free time is spent commuting.

I say no problem, let the tax payer bail them out...but then the tax payer must get to choose who runs the SABC, they must vote in a new CEO and board of directors. Then what need to happen is when the SABC finally gets itself out of its financial hole and starts making money again, the tax payer should then receive tax rebates of increasing value as and when the SABC starts making money. The SABC should in a way work for the taxpayer considering he is investing in them.

@ Those who think its 1% of their salary and @ (ME), yet it is not! You Calculate it at 1% of the TAX you pay. Example you earn R240k PA and your wife R100k. Tax for R240k is abot R55 000 and for R100k is R20 000. The you now multiply that tax by 1% which is R550 for the R240k person and R200 for the R100K person. So the total you pay for the year is R750 in that household, which is actually 0.2% of your salary. As you earn more the more the license will cost just like as you earn more you pay more tax. Tax is like that all over the world.
However I do agree the SABC are wrong to tax us this way and you will find out the higher payed people will be paying more TV tax than the lower earners. I earn around R1.3m a year so my TV tax will be R4680 a year which I believe is toatlly unfair that the high earners in the country will be forking out the most for TV tax. One way of making everyone pay the same is when SARS do the tax assesmnt year end they add the R300 or so rand to your tax bill and then either your "Due by You" or 'Due to You" from SARS will take up that TV tax. But because we also have so many people who are not registered Tax payers many will still get away from paying TV tax. Normal people can never win here!!

@George..& everyone...this Government is in the happy position of not being responsible to the taxpayer. It is responsible to its voters, the majority of whom are NOT taxpayers. So the taxpayers do not have a say. They will just be made to pay.

What the taxpayers need to do is apply the weapon they have, which is money. Boycott the big BEE companies until our DEMANDS are MET, only do business with non-BEE companies or members of OUR tribe and they will soon feel the pinch. Make a plan, see an accountant, to legally withold or delay as much tax as you can, its OUR money who funds them, its up to us to dry up the source.

ACTION, people, NOW. Not moaning. Moaning will get you NOWHERE. If you dont act NOW then it will only get WORSE - you know that.

Look out for the soon to be formed SOUTH AFRICAN TAXPAYERS UNION.

FYI - Do you know that DSTV pays a portion of your monthly premium to the SABC. Thus, why should any DSTV prescriber also have to pay a "TV Licence"? Is the TV licence revenue distributed amongst the different broadcasters in SA, including those not belonging to the SABC?

Scrap the SABC, UIF & RAF. Get private companies to supply the relevant services to those that are willing to pay a market related price. Let the state regulate where neccissary.

We about to pay 45% eskom X 3 years, 1% National Heath, 1% SABC ONTOP of a household budget that has a leeway of -10% due to all other bailouts occuring due to mismanagement & we the actual income earning public are expected just to coughed up for no justified reason or evidence of any service rendered...

our only sin is - we are the so-called privilaged 10% plus of the country able to hold down a job! I have not seen R50.00 for myself in 10 plus years so Emmigration application is in to go elsewhere where earning an income will actually mean something to my family once again instead of being destitute at the expense of the state, its greed & total mismanagement.

The electorate that voted should be made to pay and not those who did not support the communist/socialist ideals of the current situation

etv is crap. i recently gave up my DSTV because they showed the same thing 6 times a day for 30 days and then 30 days later all over again BUT that was for R500 per month. The SABC are trying to do a good job. Mismanagement yes, Let SABC try to function under better management and they are a whole lot better than the bonking, bible bashing etv MCP dudes who currently do the programming for etv. I am not interested in soccer or wwe shitdown or bonking or biblebashing. Etv I will not ever buy anything advertised on your channel. Yes when i gave up my DSTV i started reading again and I do not miss my TV at all. Read a book a night. But i do get angry when everyone thinks that etv is the answer to everything. They show 70-80 year old movies late night. Now while that is very interesting, showing them 6 or 7 times over is a bit much. I am sure that YOU coined a bit of money when you did that brainless brainbox and are now payed to show 90 year old movies for the 6th time around. YES you made a profit but that does in no wway reflect on the quality of what you show. I will never buy anything advertised on your channel.
