What is governing becoming?

by G Servis
2009-07-02 12:10

Dear Editor,

Reading through today's top stories, I find two extremely concerning reports. First, a stabbing incident in a municipality in the Eastern Cape and secondly the debate regarding the purchase of a rather expensive car for a local government in the Free State.

My first concern is regarding the type of leadership that is available in rural areas, the examples set by them (taking knives to meetings) and then the fees that are paid for that "leadership". Local factions fighting for control in this area is all about the haves and have nots. Who controls what and for whom?

It has become a sad day for our country when politicians (at local government, district, provincial and national level) assumed themselves as people having power. What have become of their responsibility? Aren't councillors, speakers and mayors supposed to be servants of the public?

The same goes for ministers, premiers and even the President of the country. But what we see now is that these people elected by the public for the public, misuse their positions to hold onto power, which of cause is accompanied by the huge salaries, status and chip on the shoulder, while service delivery is flashed down the drain (in places where the drains still work).

The second issue regarding the expensive car: What has become of accountability? How is it possible to have the kind of misuse of public property - R144 000 damages? For sure the car was purchased with public finance, earned from taxpayers. And through the government's equitable share programme, taxpayers' money is distributed to these areas as well. This means it is not only local inhabitants' tax being misused, but also taxpayers at national level.

Therefore we as the public demand - yes we demand - better use and better accountability for the moneys that we pay to government.

Can someone please explain to me why any mayor of any town need to drive around in a Merc that is worth R 500,000? Also, why does the municipality have to pay for this vehicle? Where the hell did this practice start?

GP 7/2/2009 12:47:13 PM
At last someone is addressing the misuse and mismanagement of government resources.

Mzi 7/2/2009 12:48:52 PM
moan, whine and whinge that's all you are good at. no solution offered, no way forward given. your negativity didn't allow you to state that on the same story for the merc the ANC and DA were actually in agreement on the misuse of state funds. I am starting to take all government criticism as a joke really, for a government that is two months old with such criticism clearly there is more to these than the service delivery itself. all of sudden everyone is interested in how the country is run, is it the turn of events or just other kinds being uncomfortable in south africa? amazing indeed.

WILDFIRE 7/2/2009 12:50:26 PM
Ag , it is not such a great mystery at all - we all know what is happening to governing , do we not ? Who is the government again ??

PulchraMens 7/2/2009 12:51:48 PM
Demand demand - now you sound just like PolioDonkey. Surely there are bigger issues on which to comment?

ss 7/2/2009 1:11:06 PM
@MZI Government that is a few months old???? ANC has been in power since when? 2 months back? I think not idiot, they have been in power for a few years, quite a few in fact. It's really a peanut between your ears, that is very clear now.
You want a solution. Here it is. Give back SA to the people who build it, and yes, that is the white man! And no one else. Since the ANC took charge that's when the downfall started... can you get that into your peanut?

HORACE 7/2/2009 1:19:37 PM
Mzi, you are obviously happy with the state of affairs, so I suggest you carry on being happy & leave the rest of us to question all these bad practices & misuse of position & our money.

Juan @MZI 7/2/2009 1:21:39 PM
So mzi, what you're saying is that you would rather have YOUR tax money going towards your mayor's new expensive car than have it been used to bring running water, electricity and flush toilets to your community? - WOW there's just NO HOPE for your kind, huh?

samsam @CONFUCIOUS 7/2/2009 1:29:22 PM
Dont panic or have jealousy of your Mayor his package is approved by the council, and I guess your political rep serves in that council

Ederik 7/2/2009 1:37:55 PM
Mzi - The government is not two months old, what about the previous 15 years? You want a solution? You should have voted them out after 15 years of failures.

G S 7/2/2009 1:38:20 PM
I recall seeing a movie about a small American Town: Mooseport once. The important lesson learned from that movie was that sometimes, the local chap has practical solutions to public problems, where the big shot politician comes with the appointment of consultants and drafting of studies. The consultants cost the town enormous amounts of money, just to get to a non-workable solution at the end.

Mzi, you are right, we need solutions. So I think it should start with
1. The appointment of leaders who are willing to serve in their community.
3. The use of an executive council adds to the costs of the taxpayers. With a well developed and (functioning) administration these highly paid individuals could function like a board of directors - thus only receive money for meetings attended (and not the full salary that is paid at the moment.
2. The regional municipal system can not provide the same level of service to all the towns which is grouped together.

But the fact of the matter is that more can be achieved with better management of government money. More responsibility should be taken be leaders and they should be held accountable for their use or misuse of public property. The same goes for giving them credit if they did a good job.

Sinudeity @Mzi 7/2/2009 1:41:29 PM
Its because people are gatvol of the ANC government Mzi. Take, take, take, but give nothing back. Promise the world to the poor, but of course, us middle-class folks have to take it up the rear. We pay taxes, in return, we want electricity, infrastructure, safety etc. We are informed, we KNOW all the corruption, and mismanagement going on in the halls of governance. We want an equal society. You preach, we must work together, even through, we have racist policies like BEE and quota's enforced on us. Not playing by the same rules, regarding quota's in bafana, or equal representation in Lithuli house, for ALL South Africans, indian, coloured, white and chinese.

Poloyatonki 7/2/2009 1:42:24 PM
All of you who are moaning at ANC why don’t you go and moan at your parties for failing to win elections…. Bunch of idiots.

Sinudeity @samsam 7/2/2009 1:47:23 PM
Ah sammy. So, just because the mayor is an ANC cadre, she deserves that expensive car? What about the poor, poverty-stricken ANC supporter? Does he not deserve a shiny merc? R600,000 = how many RDP houses? Is ONE anc politician, worth more than 3 poor families?

Ghadafhe 7/2/2009 1:48:55 PM
The dude(G Servis) is atating the truth we all know it(you too, mzala & Pulch whatever). Why do you have to throw tatrums.Did he hit the nerve?

horace 7/2/2009 1:52:28 PM
Poloyatonki see my comment to Mzi I hope you are not as thick as she is

Wisdom @ PoloyPetrol 7/2/2009 1:56:20 PM
We are moaning at the ANC, we are moaning about the way the are governing the country

Alien Dude 7/2/2009 2:05:50 PM
Governing in Africa is about having stupid people , like Polodonkey and mzi'im2cleva , vote for you repeatedly while stealing blind from them at the same time.Answer your question ?

morena 7/2/2009 2:09:43 PM
@MZI you got it wrong my brother, the author of the article is 100% correct its completely rubbish what the gov does with the tax money don't how possible is this but i'm going to write to SARS asking them to exclude me from the list of tax payers

blablabla@Poloyatonki 7/2/2009 2:11:04 PM
What has the a en see done for you? idiot!

lekabisto 7/2/2009 2:11:44 PM
A council meeting over buying the mayor a new Merc as opposed to what services are not being delivered in that municipality and what the government can do for the people of the E C???? eeeerrrrrrrr yeah sounds just like the ANC. too bad i guess no prices for guessing

Johan Britz & ANC Supporters 7/2/2009 2:12:05 PM
The average ANC supporter does not really care what the ANC does with tax money, 90% of them sit in mud huts, don't pay taxes, and probably enjoy seeing the white man's tax money being used to buy their chief a Merc. Hayibo! Lekker lekker.

Maverick 7/2/2009 2:15:31 PM
There is a mentallity in the anc of stealing as much as you can and enriching yourself at the cost of another and then justify it by blaming it on the socalled injustices of the past which is now long gone. When is the anc going to look at their responsibilities? They want power and authority whithout responsibility, they want to ride in cars which they can't drive, they want to stay in houses which they do not appreciate, they want a job which they cannot do, they get paid a salary which they do not earn. They want to take credit for the hard work of others. The anc lies and deceives the population and if they don't get their way they intimidate and murder their opponents.

@ Poloyatonki and Mzi 7/2/2009 2:17:04 PM
Please could you inform us of how the current government has bettered your lives? What have they done for you lately? Its just seems unfair to try and protect a government that is not working.

GP @ Mzi 7/2/2009 2:21:12 PM
Yip moan, whine and what was that other thing? Whinge.. That's what we do. But you see the problem is when a country stops doing these things. Because by keeping quiet about the wrongs that are taking place, the silent majority is actually approving what is taking place. And understand this: we can not approve of any misuse or bad leadership. It is our duty as citizens of this country to speak-up.

Sean 7/2/2009 2:24:04 PM
@Poloyatonki. It is not the party's fault that people are to ignorant of the fact that the ANC is failing them, yet they still vote for the ANC. There were people who were not happy with the ANC, yet they still voted for them. Yet they will still go and toi-toi about service delivery, even after the fact that they voted for the party responsible. So who are the idiots now? As far as I'm concerned, the poor must suffer. If they are too ignorant to vote for change, they should pay for their mistakes!

Confucious 7/2/2009 2:27:44 PM
@samsam kak explanation but thank you anyway - you have illustrated the way the ANC operates....

whites4zuma.co.za 7/2/2009 2:27:46 PM
The whole idea of an inclusive an accessible government, is that we the people need to take these ministers, mayors and public officials to account over these things. Not to moan around a braai and complain to each other. Call the Presidents Office and complain to the top.

Poloyatonki 7/2/2009 2:32:55 PM
@blablabla - ANC brought me freedom after years of being treated like slave by your father's injustice gov. Its my time now your time is over... You guys did what you felt like doing and nobody said nothing..

@Johan Britz 7/2/2009 2:33:15 PM
Newsflash, its not only white people who pay tax...

Ivan 7/2/2009 2:37:27 PM
To make matters worse, SARS is looking to make honest taxpayers lives even more difficult. And still they do nothing about the corrupt taxi industry. How the hell can this ANC government expect such a small amount of taxpayers to continue to support so many people living off grants, not to mention thieving politicians in the politburo and there cronies in municipalities. Somethings got to give soon

GP @ Mzi 7/2/2009 2:39:09 PM

LOL you losers wanted it now u got....told you so.....welcome to your ANC government.....now go and toyi-toyi and live poor....idiots!

psycobabble 7/2/2009 2:47:04 PM
Slight correction G.Servis.The concept of governance is a western one and therefore rejected in SA.The African concept of the equivelant is "ruling" as in "the ruling putty".This suggests a subjective approach combined with the attitude of "what the hell are you going to do about it!?";which we all are being subjugated to.All show and no go.

@ Morena 7/2/2009 2:47:37 PM
It's going to snow in Cape Town today because for once I agree with Morena.

Willie@ Mzi ana Kie 7/2/2009 2:48:41 PM
Trying to point the obvious out to Mzi and Kie is pretty pointless. When you miss the obvious, you miss the obvous... Obviously, look at their statments. EISH!!!!

Ginger 7/2/2009 2:50:28 PM
When every South African has a house with electric and water, when are hospitals and schools all function and there are no more pot holes in the road; and when our water works are good and our electricity problems solved - then by all means - buy the councillor a mercedes.

Teddy 7/2/2009 3:01:43 PM
Cars for state employees. As far as I am concerned as a tax payer taxed to death, a 1600 Toyota Corolla is more than sufficient to get you from point A to point B. Surely that is what is required. Every cent paid for fancy cars means there is less for those who are really in need. Sum total.

Juan @poliodonkey 7/2/2009 3:09:58 PM
So please explain to us just HOW does YOUR menestas and fat presidents driving around in luxury German cars make YOUR pathetic little life any better? HUH? COME ON! HERE'S YOUR CHANCE!!!

Tsotsi 7/2/2009 3:11:19 PM
@Poloyatonki - I still stand by my viewpoint. You need to go ask your school fees back boet. Can you even remember the ABC?

Johan Britz @Nameless person 7/2/2009 3:24:59 PM
Ok hows this. The VAST majority of tax payers are "Non ANC Supporters". Happy? I guess that's what makes the most of us angry, that money is being stolen from the people for personal interests.

Metallica Man 7/2/2009 3:27:37 PM
As yea sow, so shall yea reap. The current government has been sown by the voters and now they (the government members) are reaping the benefits.

@POLIODONKEY / PLONKEY 7/2/2009 3:35:01 PM
The ANC has done NOTHING , man! They are NOT capable of governing. You are living in a dream world and you actually believe the ANC does something. What they are doing is stealing from the taxpayer - you included. Do yourself a damn favour and wake up.

G Servis 7/2/2009 4:31:25 PM
Thanks for all your comments. I would however like to add: The actual report that got me to write this was regarding a councilor that was stabbed!! Now really how absurd is that? Is that the way conflict is going to be resolved in future? Is that the way the ANC government wants to be seen? Or is it good enough an excuse to say: We're from Africa and that's the African way? Makes you think..

Neall 7/2/2009 4:31:28 PM
@MZI - Wow, you certainly see life through a very narrow tunnel vision. Perhaps you should take a drive through the EC to places like Mtatha, Flagstaff Dutwa etc & you will see how local govt. has really failed the pelpe of that province. But then, maybe the citizens of such places are dorf like you and don't see the deterioration, but just accept that this is the "African" way.
As for solutions, where are yours? Playing the race card is not a solution, but to the contray. Public money belongs to all of us, more so for us that actually make significant contributions through tax. Accountability is the required by law. The law should be applied.

Jorene 7/2/2009 4:34:40 PM
Mzi, I suppose you do not pay taxes or else you would also be whining. Correction, the ANC Government is not 2 months old but 15 years old.

Ndoza 7/2/2009 4:54:59 PM
I dont like ANC but when we get to elections, i will vote for it...Just like Poloyatonki said it brought him freedom... I use to stay in a shack now I got RDP house.

Larry 7/2/2009 4:57:31 PM
Old saying, "You cant put a Bow Tie on a Billygoat" ANC Voters will never learn and ANC Officials will never stop treating the public purse as their personal Piggybank. ZIM Rocks!

SimonP 7/2/2009 6:12:29 PM
@Mzi you think this govt is 2 months old, you have just proved your own madness

Peru Govender 7/2/2009 8:39:01 PM
@MZI - well done , your comments are rational - those that do not agree - It is sad as to what they are smoking- Since the ANC ( 1994 ) at least we had a chance to better our lives in many aspects - we still can do more - but all must contribute - BE POSITIVE and remember the real TRUTH is often portrayed as evil .

Sympathy 7/2/2009 8:53:55 PM
I agree 100% whith what the author is saying, BUT, how many of you are in leadership positions? Imagine starting as CEO in an ailing company (SA) with 100s and 1000s of managers. People who have been in management for ages and have grown weary of the problems and red tape. Imagine having to get the whole company into shape.
I wouldnt know where to begin.
The leader of this country has my sympathy. I know that many of the people in leadership positions start out with good intentions, but get tired of fighting.
Who knows, maybe Zuma is what this country needs, but only time, and lots of it will tell.
Until then its our (the people, rich poor, black, white etc) job to not let local government get away with stealing our tax money without making a noise about it.

Glock 22 c 7/3/2009 10:43:33 AM
Mzi , You are stupid the government is not 2 months old its 15 years old. Just the other day you said the anc is bigger than one man. Now it is up to one man. Your kind can not argue on facts but rather on stuff you hear from the sangoma's !!

Mobster 7/3/2009 12:13:33 PM
Remember, people get the government they vote for. This government is run by the "party" in Luthuli House, not by Parliament. The ANC is unable to distinguish between the "party" & the "State", which is parliament and not the "party" which plays in Luthuli House! For as long as the "party" interferes in the affairs of "State", we will never have true democracy in SA. For all those citizens that are & have been hoodwinked by the ANC nothing will change. As long as the "party" continues with the crippled education system, keeping the population stupid, to its advantage, it will collar their votes. True democracy can only work in an educated & sophisticated society. The ANC will continue in power for as long as it keeps the majority of voters ignorant, and makes empty promises. Aloota continua!

Just look NORTH when you want to answer the question "What is governing becoming?". It's time to WAKE UP! Blacks CANNOT run a modern country....FINISH and KLAAR! Mandelatopia was the greatest multi-culti experiment in living memory........and it has FAILED! So, it's time to make a PLAN....before we end up in the Stone Age like ZIMBOONIA!

Anele 7/7/2009 8:27:57 AM
Yes the ANC uplifted Apartheid and millions of people will forever be greatful for that. But Mzi we have to move forward now and truly better our country and the ANC is simply NOT doing that. I think its cos they dont have enough competition. They KNOW they are going to win every election so why better their service? Why should they actually work towards their "promises" when they can carry on living their lavish lifestyles. Competition is healthy. People want to PROVE themnselves. The ANC simply doesnt have to do that and thats why they get away with what they do. Im Black and thats why i DIDNT vote for ANC

BLACKsoWHAT!@JIM 7/7/2009 3:18:21 PM
Ohhh clown get a life, its your kind that needs to be gotten rid of asap, you've added misery to the human race with your hate, the world over is under a pile of shit, i know we can't blame all pale folks but we can damn sure blame a huge chunk of them YOU ARE A PRIME E.G. YOU NAZI!
