ANC manifesto: No drastic change

East London - After years of head-butting with the ANC under the leadership of former president Thabo Mbeki, Cosatu and the SACP were the first to laud the ruling party's election manifesto this weekend.

"Cosatu is proud to be in alliance with the ANC and will do everything in its power to canvas votes for the party," said Zwelinzima Vavi, Cosatu's chief secretary, to more than 80 000 ANC supporters.

"The election manifesto is absolutely in the interest of the working class," said Blade Nzimande, general secretary of the SACP.

But Adam Habib, political analyst at the University of Johannesburg, is not convinced, and thinks the hype is part of the ANC's rhetoric to show that it has broken with the party as it was under Mbeki.

"There isn't a drastic change, especially as far as economic policy is concerned, and the ANC is building on what was already started by Mbeki and his government in 2004-2005," he said.

Increased spending

Increased government spending and greater government involvement in the economy are among the key components of the manifesto.

Party leaders emphasised throughout that the country could afford the increased spending, but conceded that the international financial crisis brought specific challenges.

"Now there's room to talk about policy and theory thanks to the international acknowledgement that policies such as neoliberalism and deregulation have failed. It is also now being acknowledged that governments must play a key role in the economy."

Among the most important plans are a government-led industrial plan, with the emphasis on job creation, and "sustainable macro-economic, trade and labour policy".

Although social spending on education, health, welfare allowances and housing, among others, will be increased significantly, the ANC has scaled down its earlier ambitions.

For example, no mention was made of a basic income allowance or an allowance for young job seekers. The party has apparently decided it would be too expensive and rather wants to spend the money on job creation.

Specific targets

One of the proposals at the Polokwane congress was that the poor should get free education up to tertiary level, but the manifesto only makes provision for free education at 60% of schools.

Among the more concrete promises is the fact that the ANC wants to halve HIV infections in the next five years. The ruling party also wants to increase support and treatment of people with HIV/Aids to 80%.

The promise indicates a tendency to commit the party to specific targets, as opposed to the previous manifesto's more general promises.

The manifesto also mentions the long-awaited reorganisation of the Cabinet, and ministries for women and planning are a possibility.

The party did not commit itself to a woman president, but half of the Cabinet, MPs and MPLs will be women.

Nothing can really surprise me of this new ANC anymore..They so quick to promise but has no plan of action..How does a political party promise to halve HIV infections is yet to be seen..and includes it in its manifesto.!!!! They must just give up and admit that they have failed the people of SA in promises that they kept promising for the past 15 years and should stop insulting our intelligence..VIVA COPE VIVA

Those - apart from the AIDS policy - are really really bad policies and have no long term sustainable benefits. But the crowds will vote because apparently they don't care if SA goes down the Zim route.

One has to look at SA politics and wonder when the people of South Africa will be placed first. Promises mean nothing if they are not implemented. Kolobe, you are right. Can we trust the ANC to deliver on the promises made over the last 15 years? Problem is, are there any political party in the country that can and will deliver once elected. Such a pity that the fight for freedom failed to free South Africa from corrupt and self serving politicians. Maybe this could be the next "freedom fight"

Lack the skill of good planning and contingency planning. As Hellen Zille also pointed out, the ANC is continously contradicting itself with what they promise and what they do. So I agree with Kolobe and Adam, their track record proved that they can not be trusted as well as they have they do not have the skilled people to implement and manage it, I mean a president with no tertiary qualifications? He cannot even manage his own finances, how is he going to lead a country.

The ANC has to improve the lifestyles of everyone particularly the poor, it has to implement ways of doing this without negatively affecting anyone else, also it has to fight crime and corruption and the high cost of living on a much bigger scale than they currently are. They should also rid themselves of parasite backriding groups such as Cosatu and SACP, they will then appeal to a broader spectrum of citizens and voters.

Lekota is an embarrassment to his supporters, as I watched him on SABC election debate, I realised that ANC members took a wise decision to remove him. He cannot question the manifesto because he has no clue of what the programme of action is all about. For the first time in 14 years ANC has consulted and debated the ANC manifesto. We have a leader that believes in consulting and debating issues. Lekota should be ashame of himself after last night debates. Massive crowd in East London. Viva ANC.

Remember Blade, Vavi and Zuma speak a different English to that of Adam Habib...they also do different Maths as the following shows: The ANC government, Zuma said, provided 18.7 million more people with access to clean water and 10.9 million more people with sanitation. Close to 10 million houses were built for the poor. - News24 Zuma claimed yesterday that the ANC government built more than 10 million houses. That equates, at a density of 4.5 per house, to the housing for 45 million people. The last census said there are only 47 million people in the country. Therefore, there were only 500 000 houses in existence in South Africa pre -1994. You only need Mathematics literacy to work that out. Either Zuma lies, is stupid and doing some Standard 3 reading and mathematics, the house are occupied by foreigners or they were never built and the money went into the pockets of corrupt officials. Whatever the reason an explanation is needed since this nonsense was told to 80 000 semi literate ANC supporters.

They're thinking about having elections on April 15, 3 days after Easter. That way there's a good chance that if you're a tertiary student or if you fall in the category of the 20% of people who pay the taxes that keep the country running, you will be on holiday i.e. out of your voting district for the elections, and this of course favours that ANC. How can this be allowed?

This is an Election by must campaign and the ANC has delivered in my life directly. So ANC for me has delivered on their promises. I trust the ANC lead government. And for those who don?t know it?s an election rule that every party must have a manifesto. Stop complaining and go and vote, the ANC is going no where its here to stay. That Mr Lekota is a shame and COPE a failiure an issue. Why is there COPE? because of the failiures of ANC or African National Communism. SA rural voters will vote ANC because of lack of knowledge about ANC

@ Jabu Pule..Lekota wasnt removed he resigned hope thats not same propaganda the ANC spread to the 80000 crowed that was busses from around the country..Wonder how many people from EL actually attended.Its just same old tactics the ANC with make belief crowd attendance and feeding scheme electionering..Thats so 1994 and @ Geanann LOL !!!!
