Matriculants vs job creation

Whilst the statistician will correct me for my estimation, I would like to paint a rather dull picture. The colouring in of this picture can only be created by those elected into authority. The development and final colouring of the picture affects all; the majority and the minority, wealthy, middle class and the poor.

I understand, there will be in excess to 500 000 matriculants leaving school at the end of 2009. We have been advised via the media that approximately 189 000 employees have lost there jobs in one quarter of this year. ONE QUARTER. Should this trend continue it will mean in excess of 750 000 employees will have lost their jobs over a period of one year.

For the sake of assumption, let us take it there are no more job losses. This will mean that the ANC needs to create about 700 000 jobs.

The ANC has set a target of creating 500 000 jobs. By when? At the end of 2010 another batch of matriculants, which have grown exponentially in numbers, will also become job seekers. And so the number of school leavers will increase and so will the number of job seekers. I would suggest that by the next elections the number of eligible voters who will have left school will have increased by about 2.5 to three million people. It therefore makes it a critical responsibility of the ANC to succeed in ensuring the future of South Africa over the next five years.

This would suggest that the government will have to hold portfolio ministers to account for successes and failures. To save on budgets and answer for overspending, in public sector offices. Find a way to create employment or be challenged with escalating crime, as people attempt to live. The voters have been promised improvement, not only as highlighted above but in other areas too. Therefore expect such to materialise.

Increasing Eskom, SABC viewing fees. Higher Municipal Rates and Taxes. Income tax hikes. Plus, Plus, Plus. Because as basic commodities increase so does VAT, levies on fuel, and so on. This does bode well for businesses and individuals.

Taking from the "rich" is not a long term solution. In fact I would like to bet that were the banks allowed to publish confidential detail, such detail would prove a majority of private entities are really battling to stay afloat. Add another bit of weight and these will sink.

It is therefore incumbent for Mr Zuma and the ANC officialdom, who accepted the governance challenge, to present their forward plan to the public. How are the ANC going to balance:

- the school leavers with employment opportunities
- the jobless against becoming criminals
- the employers from going bankrupt and becoming jobless?

NO Employer NO Business Taxes
No Business Tax NO Govt. Revenue
NO Employer NO Employee
NO Employee NO Income Tax
NO Income Tax NO Govt Revenue
NO Govt Revenue NO Control
No Control LOTS of CRIME

Do I have any positive contributions to offer? No not really. I am just another entrepreneur trying to make a living. Therefore know very little about the ways of authority and their direction.

You started well, but when you started saying ANC will create jobs, then you lost it. Government which is led by ANC will create 500 000 job not ANC. Western Cape is controlled by government which is led by DA and government will create jobs in that province not DA. it is important to separate things and this is one of the reasons we have such a high matric fail rate.I have 50 people working for me and i will employ 100 temps in December which will contribute to the employment rate.

the letter has interesting thoughts, I must say that you are a bold entrepreneur. of all the letters I read, it is difficult to understand their points but you make some good observation. The ANC acknowledge that there are challenges ahead, Zuma knows that he is pressed to deliver, the ANC never said that it will bring jesus back, we did not promise magic. It is clear that the 500 000 job creation is becoming unrealistic but hold on, all mining and construction co. shedding jobs will be rescued from bankruptcy by the government, that means we can reduce further job losses and the economy will grow as early as 2010. It is only fair that we rally behind the government. remember if SA go down, it will take you down also. so what's the use of shouting negativity all the time.

I think it could also drive young qualified people to look for opportunities abroad, thereby increasing the brain-drain. For matriculants I think it is even more difficult and it becomes even more difficult as years go by and they have not been able to secure a job. If you are lucky enough to drop out of school at Grade 7 or lower, the government will create an opportunity for you, not to worry!

@The author. While i did not vote for the ANC or have much faith, i think the least the new guys deserve is for us to give them some time. The elections are just passed and we are nailing down on them asking for dates and times. The truth is, there is no country in the world that can guarantee ALL school leavers a job, let alone a decent one. I have been reading these colums/stories/ whatever we call them, for a while now, and have come to the conclusion that Whining, whinging, complaining, blowing hot air, is actually SA's favourite past time and not watching sport. Why oh Why do we continue complaining, moaning etc. Can't you see it isn't going to make any difference in anyone's life?? Why don't we, instead of complaining, actually do something!? Why do we always blame the government for every bloody thing that goes wrong in our measly old lives? (yes, we actually DID complain like this with the old government, its just nobody remembers and oh yes, we weren't allowed to say anything then were we). Well, it was specified that the 500k job opportunities would be created by the end of 2009. It has been pointed out numerous times that these will not be new jobs, but existing opportunities that are, for whatever reason, not currently available. @the fool: government is responsible for creating a climate in which job creation can occur, which is widely acknowledged not to be the case currently. This includes managing the economy in such a way that entrepeneurs are able to build and grow their businesses which will create jobs. The only way the government can be the only provider of jobs is for all business to be nationalised which only the wilfully blind think is a good idea, given that communism and socialism have been shown to be disastrous on numerous occasions. As much as capitalism is hated by socialists and communists, capitalism has never created the gaping maw between rich and poor that socialism and communism have where the very few rulers hold all the wealth and everyone else has essentially nothing. As for monopolies, given that the major monopolies are held by companies that government created (yes, the apartheid government, but government nevertheless) and that remain protected by the current government, perhaps rather than sneering, government should be lobbied to resolve the situation with all possible haste. By the way, I love the hypocrisy of continued whinging about middle class whingers, monopolies and capitalism.

Lets face facts, STC was introduced because big business was enjoying the fruits of lower taxation with govt. hoping they would reinvest the money back into the economy by creating jobs. however this did not workout as planned, now govt. is looking at other strategies and all big business can do is stand on the sideline and judge every move govt. does. I guess by now ppl are thinking im an ANC supporter? fact is whether I am or not is not the issue. The issue here is Big business is not big business without business, that is the cycle of money in circulation, therefore it is more incumbent on big business to dig into their coffers and create opportunites directly or indirectly. Job creation is not govt.'s responsibilty alone but all stake holders involved as it mainly benefits the private sector, then govt. on tax revenue. The shocking thing is that Capitalist have those deep pockets but then that thing called greed creeps in and kills the idea of spending (on the right things) to create jobs even in an environment like this. An economic boom can only happen when many are employed so they can spend, if big business can spend as much as govt. imagine how many jobs can be created? this crisis affects us all not just the ANC or DA or whomever is in power. Johan your views are concerning but personally I am telling you JOB creation is not solely govt's responsibility but yours as well as an entrepreneur.

There is a saying that literally means "you can only help a cow that actually wants to wake up, if the cow does not want to wake up, then there is absolutely nothing you can do". I personally was raised in a shack, and my parents still live in a shack, have been on the RDP waiting list from 1996, my younger sister who is busy with an honours in psychology, after searching for jobs without any success, still votes for the ANC? Do you really think that I should help them? Absolutely NOT, they have chosen their path, and they should enjoy it! Its time everyone becomes accountable for their actions. I am getting sick & tired of feeling bad for people who acually dont care.If the right to choice, is enacted in our constitution and this people are practising it, why must we worry about them? The same matriculants that will be running around the streets will vote the ANC come 2014, so whats the use? You reap what you sow! If the ANC is going all out for the creation of jobs, starting this year, does that includes previous matriculants sitting at home who have held their worthless paper since 1994?

The President clearly outlined how 500 000 jobs will be created (EPWP),The vacant +-100 000 public service positions will be filled before the next FY (March),Tourism will be booming as a result of SWC and there is a flood on FDI especially in the Telecommunication sector as reported relating to the Trade Surplus. We have many young mind currently in Matric who are not interested in formal employment,but have actually started exploring self-employment and in the process create more jobs. The current infrastructural development (Eskom,Airports,Roads,Rail, underwater fabre and Sanitation) on their own contribute towards, together with Gateway to Africa positioning,SA being a prefered investment destination in the developing world. Why dont negetive, whining racists dont just pack to down south and leave us in peace while we solve the mess they did for close to 350 years.

There is hundereds of thousand of jobs availible. Just look at the Jobmail, Capeads, Careerjunction, Careers 24 to name a few. But people expect jobs to fall in their laps. You need to actively go and look for work. Get up off your ass adn go look for work. And be realistic, you are not going to earn R30000 on your first job unless you have a very rare skill or qualification. Even then it is unlikely. Stop being lazy!!!

How can everyone place their hands in the air and say the government is useless, they are here to control us not set us up for life, too many people are complaining that there are no jobs out there, but I cannot understand why there are over 1000 jobs a day listed on gum tree alone, that’s 1 of many job sites aimed at South Africans let alone the Classifieds in over 100 Publications. Not having the internet is not an excuse. It’s ridiculous that we all have to blame the ANC. I am a white male in my 20's, all I have is a matric but through effort I have a job. Basically it comes down to whether you want to make a difference with your life or not. The government cannot spoon feed 60 Million South Africans. As they if you put effort in you are bound to get something back.

No, serious 1% of matriculants will work hard and create their jobs or prove to their new employer that they WANT to work. 99% will sit back and wait for somebody else to GIVE them jobs which they wont do properly anyway because they reckon its their right to have a job and get paid. To put the problem in perspective you read in the business sections about a new factory with couple of hundred MILLION investment that creates 200 jobs only - so to get 500 000 in work requires a different approach - entrepreneurship is a good place to start

There is a way forward.
We need to weaken the rand hugely to make us internationally competitive. Fuel should be priced on sasol production cost+ 15% rather than some relatively irrelevant benchmark.
SA needs to become a SMME centre, with enabling legislation for them - quick and easy to set up, and with few if any limits on employment, and hiring and firing. (I can hear the howls now. Think people. Once you've built a factory and are making money... THEN govt slowly starts to improve conditions for labour. Slowly, so the fixed asset continues to be worth retaining) Otherwise no asset. Likewise you need to break the corporates - high tax rates and no 'deals', and make directors liable - but have loads of perks, tax breaks or even tax holidays for SMMEs. SMME's make several times as many jobs and generate more taxable wealth.
Oh and while you're at it, make imigration to SA - if you are skilled or have an entrepanuerial track record really easy and quick.
And fix streamline law enforcement. For example make escaping custody an admission of guilt. Set some grim examples. Toss the likes of Yengeni and Shaik back in jail to rot. Make confiscation of assets of criminals madatory and punitive.
I'd like to see it happen.
But it won't.

Your letter is good and it raises some great points but once again the blind , non-questioning, following of govt will attack you for even questioning or asking them to reveal some sort of plan of action (Never seen one laid out to date )to deal with these issues . As a university graduate i have managed to find employment(after a very long time) but not in my field with very little prospect for furtherment of my career (which begs the question of why even study in the first place). Point is that if i'am struggling as a Uni grad what are the chances of matriculants finding meaningful employment?( bearing in mind i'am currently not as equal in the workplace as every other categorised human being in SA)so if govt does not want me in SA ( My country too, apparently) , and it is clear that many people don't want me in the country due to my skin colour (because i'm automatically the racist no matter what) , then PLEASE DEAR GOD FACILITATE MY EXIT to a country which would i'm sure be glad to recieve a skilled , motivated worker !!!

@Baboon - ummm...Sasol loses money on synfuels if oil is below about $55/bbl and is only able to supply around 30%-40% of the total fuel required by the country. Who do you suggest pays the rest of the costs? Exactly how will a weak rand make us internationally competitive? Why will a weak rand be any different now than it was in the past when we weren't suddenly internationally competitive due to a weak currency? What corporate would bother to stay in SA if the government does that to them? What SMME is going to bother to grow if it knows that doing so will lead to it too being destroyed like the existing corporates would be? Why is arbitrarily tossing out the benefits of economies of scale a good thing?
