Winter 'a terrible time' in SA

by Pitso Tsibolane

I hate winter in South Africa!

In the last winter, South Africa covered itself in shame. Foreign Africans ran for dear life; the barbarians that reside in the south had decided that they had no place at the southern tip of Africa.

It was a winter of shame, the whole world watched as we mauled them like animals, stole from them and set them alight. The winter mornings of that year were dominated by hatred and confusion, how quickly had the children of Mandela turned into monsters, unbelief!

Politicians cried third force, the head of the state equivocated, what had just happened was just too much to bear. However, the emotional outpour grew in leaps and bounds as some were touched and quickened to action, signalling hope.

Some South Africans sought to project another image, a brighter side of the rainbow. Surely, we are a better people than that they said. Temporary shelters were erected, food parcels were dispatched. The winter sunset drew down the curtain to this episode. But South Africans had indeed discovered their darker selves, but we sought to move on, never again!

Just over a year later, another winter season has come upon us; the demon of hatred has once again reared its ugly head. Once again, the barbarians have returned to their favourite pastime, lynching the foreigners.

More of the same

As the cold winter season blows its chilly winds, South Africans have shot to the international headlines - Xenophobia attacks have flared up in South African townships.

This time, the new guy in charge is firmer, he steers away from the third force rhetoric; he condemns the new attacks without reservation.

However, like his predecessor he fails to tackle the evil source that gives life to the demonic monster, poor services delivery or should we say failed service delivery.

It is another dark winter season, but South Africa is getting used to it. This is our forte, we will simply brush it under the carpet yet again; we will quickly forget that it has come to life in two consecutive winters.

You see, talking about the failing service delivery could unravel some inconvenient truths about the failures of those who rule, it could threaten the livelihood of those elites that continue to flourish, and it could force us to look into the mirror, it is too much a thought to bear.

A nation of cowards

We will rather not confront the reality that those that we have overwhelmingly voted into power for the past decade and half are perhaps the ones who lie at the centre of our self-hatred. Let sleeping dog lie! A nation on cowards I say.

But we have a short collective vision; surely winter is bound to come again! We forget that at the next winter, we will be the centre of the universe; the game of billions will be played in this part of Africa!

When the monster rears its ugly head again, it will be the chilliest winters of all. Perhaps then South Africa will be forced to talk to itself; maybe the damaging service delivery protests will achieve their maximum impact, the world will be at our gates!

I wish those in power had an ear; all those protesting are simply begging to be heard. Beware, they will not be shy to embarrass the rest of the country if that is what it takes to be heard, to see change they have been promised.

Winter is a terrible time in South Africa.

"This time, the new guy in charge is firmer, he steers away from the third force rhetoric; he condemns the new attacks without reservation." I guess that when you say "the new guy", you are referring to Zuma. I didn't hear him say anything. Only his spokesperson made some lame remarks. It's always easier said than done.

bob 7/23/2009 7:48:56 AM
Nice article but I don't see the link between Winter and social problems. Lack of delivery, xenophobia or just plain rage also happens in the Summer. While I rate the current government better than the previous one both have in common that they don't like to tackle difficult problems. You cannot open the borders and expect that immigration is accepted in a country with a huge unemployment rate. You cannot run amok as a union demanding and achiving salary increases almost twice the inflation rate without companies starting to look for cheaper sources of labour (specially in context of a lousy productivity in SA). And last but not least, you cannot promise every person a house before elections and then disappear for a couple of years behind tinted BMW windows. You are right though, the rage and occasional violent outburst will not stop, we will just get used to it.

JohnP 7/23/2009 8:04:58 AM
YES I AGREE WITH YOU .THIS TIME IT'S NOT THE GOVERNMENT'S FAULT. WINTER IS DEFFINATELY TO BLAME HERE.THEY SHOULD ARREST WINTER AND LOCKED IT UP. SO IN THE NEXT ELECTIONS PEOPLE PLEASE WE MUST ONLY VOTE FOR SUMMER,SPRING AND AUTUM.

samsam 7/23/2009 8:13:21 AM
I strongly support the actions of the communities against poor service delivery. I find it strange that Mayors & Councilors have no interest at heart to work with people all what they are up to is to increase their pockets, drive around with BMs,Mercs, wearing ties at Airports, you can hardly find them in the sites observing work in progress. I was in Piet Retief in Mpum I must confess that I was shocked /embarrassed driving on Kotze Str inside CBD I felt like driving in the path for goats and cows, disgusted. Let the ANC scrape/do away with Loc Gov, & Prov Gov as it is poorly managed and waste of tax payers money

Phinah 7/23/2009 8:16:47 AM
Imagine visiting a country where its own people are already "sick and tired" about the same government that allowed you to have an ID when its own citizens have been waiting for ID's for the past 5 years? This government must re-visit its refugee/ immigration policies, they are more likely to cause serious problems. Because of the the longer waiting period for services, we are amazed that a foreign person who came from nowhere receives the same service within a month after arriving in SA. Why is it that SA people are told that there is no land available yet foreigners have build supermarkets? Surely this will be a recipe for disaster. No country can allow "visitors" when they simply cannot afford supper for its own citizens. I could have at least understood the situation had this foreigners be here because of scares skills but we all know that they are adding to our already exhausted system.

proletarian 7/23/2009 8:17:13 AM
I think it is a shame that land, stolen from the rightful inhabitants of this land, has to be bought back, at market value, from those who has already made a fortune out of the stolen land. The people have been robbed, and now the Dutch laws, that opressed them all the years, are forcing them to pay the robbers, for what is their rightful property . The country will only know peace, once the land issue is sorted properly.

Franky 4 Fingers 7/23/2009 8:19:50 AM
I'm afraid you can pick any month of the year and there will be stories of how South Africans have let themselves and their country down. Clearly the leaders don't give rocks about the masses. while violent protests continue so does the spending on luxury cars. Minister of basic education just spent R1.7m on 2 cars. Sick. how do these people sleep at night.

Lucky Ralawe 7/23/2009 8:27:00 AM
In regard to protests for service delievery, what exactly did you expect Tsibolane? Everyone who is someone from the Polokwane Gang did not waste time splurging on luxury cars for themselves (and the devil knows what else) while those who voted for them are getting retrenched, some still live in "smarties" RDP houses or are still waiting in the queues for their turn after years of being on the "waiting lists?"

Mandla Mahlangu 7/23/2009 8:27:40 AM
Its really a bad thing indeed.

rafikiza 7/23/2009 8:28:43 AM
Good article, point well made. Unfortunately the situation wrt service delivery is going to be managed even more atrociously - as Bra Gwede Mantashe pointed out the other day - more than 2/3rds of councillors are new & inexperienced (no doubt his code for 'incompetent').

Fransman 7/23/2009 8:31:16 AM
I struggle to understand. 6 - 7 years ago people were unhappy with service delivery. They striked, burned tires & toy-toyed. Came elections they voted ANC. 1 Year ago people were still unhappy. Striked, burned tires, toy-toyed. Came elections they all voted ANC. Now they are unhappy, strike, burn tires. In 4 years time they will again vote ANC. in 6 years time they WILL BE UNHAPPY AND AGAIN VOTE ANC!

Bongani 7/23/2009 8:32:24 AM
we are all criminals. When shelters were created, people in the suburbs did not want shelters next to their areas and i was one of those. we all do not like foreign African people, but it sounds well when we blame poor people for taking action. How many of us were prepared to accomodate one foreign family, i guess no one. How do you blame poor people for demanding more when ministers are buying cars that cost millions, president is having parties left right and centre. he also took a R1.4million bribe from Ace Magushule and then tell me, who to blame here.

Johncarlos 7/23/2009 8:35:40 AM
In Europe they used to stage a war against wind or the sea if they were not impressed with its recent action. Army leaders would order them to throw spears at the wind or perhaps the sea. Perhaps we should do the same to the season winter.

Mzi 7/23/2009 8:41:25 AM
What lack of service delivery? the ministers have not yet settled in but you jumped into their throats already. Citizens should understand that it will take time to deliver, they need to be patient. The government does not shy away from its mandate, the people are just unreasonable. Recession has hit the globe, yet you expect quick service delivery, job creation and economy growth. a bit of economics can help the masses really. We need to identify why are we seeing lot of protests than to play the blame game. Corrupt counsellors and mayors are the cause of these protests. Xenophobic attacks were childish from lazy south africans, it has nothing to do with government not delivering.

What's winter has to do with protests anyway?

IandI 7/23/2009 8:51:45 AM
The Liberation movements encouraged us to make the country ungovernable in the 1980s, now the chicken have come home to roost! Our own police are shooting at us with rubber bullets. What's next? JZ will declare a state of emergency?? Anybody know how I can get a state tender to manufacture and supply rubber bullets and teargas? I also want to e a millionare!A-loota continua!

KevinP 7/23/2009 8:55:13 AM
The easiest and most effective way for these people to protest at non service delivery is to simply withhold paying their rates and taxes. Oh yes, I forgot, they dont pay those western things. Protest about non delivery of services you havent paid for. Huh. Go figure. On the land issue, I am going to demand a little piece of one of the suburbs of Birmingham in the UK, because I believe a couple of my relatives lived there in the year 1722, and apparently they are buried there somewhere, so that land rightly belongs to me.

Phehello 7/23/2009 9:02:10 AM
That's what happens when you promise people all sort of things just to get their votes. Politicians must be honest with the masses and stop making empty promises. They knew that the was no money to fund all their promises, now people are tired of waiting for politicians to deliver on their promises.

Spiderman @ Mzi 7/23/2009 9:02:11 AM
How long does it take for ministers to settle in? Five years? And in the mean time their is no water, electricty, rodents running around, etc. How long must these people wait before the BMW arrives? At least it is a 750iL, so I assume it should be their quicker? Last question: How long can YOU stay hungry, thirsty, sick and cold?

Chris G @ Proletarian 7/23/2009 9:02:27 AM
I've got news for you buddy, nobody ever gave me land just because I'm white. If I want a house then I have to buy it and pay exactly the same price as you, so what's the problem here? Why should you just be given land that you have no right to? Do you think I can go claim land in Europe somewhere because my ancestors once owned it?

ET 7/23/2009 9:07:07 AM
TO MZI - What do you mean by the ministers not yet settled in. The ANC has been ruling for 15 years. Surely that is enough time to settle in. The ministers have settled in quick enough to purchase luxury cars, but not quickly enough to address service delivery. I am sure you are a goverment employee.

Danie 7/23/2009 9:08:19 AM
In the new democratic South Africa, the poor can only blame themselves for any non-delivery of services. Every couple of years they got the opportunity to vote for people who really understand their problem and are capable and willing to do something about it. They choose to vote for the same people who let them down in the past. Stop blaming others for your own bad judgement.

BigBoer 7/23/2009 9:14:24 AM
After what we've seen ( BMW's and all ) , if the masses vote ANC again in 5 years then they are stupid and deserve what they get.

Topdog: @Mzi @Spiderman 7/23/2009 9:15:37 AM
It seems they are just settling in now deciding what cars to buy!

Phinah 7/23/2009 9:27:36 AM
@Mzi.... Does a minister need a R1M car for him to show you that they have settled? Seeing that every new ANC puppet blames the former administration for lack of service delivery i will assume that they are already in grips with what should be done. Fortunately for SA politicians they do not need a manual, our problems are out there for eveyone to see. Trevor Manual was advised by the ANC not to reveal that we are in recession before the election, because they knew that the truth will hurt them during elections. Had your organisation tried to educate the masses and stop promising "heaven on earth" they would have not had anything more than 50% of the votes. Now.. where is the one who profess to be in touch with the ground roots people? Nowhere to be seen, I guess he is still enjoying the honeymoon phase, i just hope that when the honeymoon is over we wont have too many kids from him to support with our tax money.

@ bob 7/23/2009 9:31:47 AM
Of course there is a link between winter and the protests! the lack service delivery is amplified by the cold weather. ppl get sicker in colder times and ppl are more desperate for basic services. as the saying goes "desperate times call for desperate measures". winter simply amplifies there "have nots".

Shimane Mbuyisa to Phehello 7/23/2009 9:33:29 AM
Surely if the the post Polokwane administration can afford to buy the cars there must be money to deliver on their promises too? The "masses" see the cars and wonder whether there is any semblance of truth in stories that world is in recession , wait a little bit more. They made promises, let them drives beat up Unos. Tazz etc as proof then that there is no money, and the masses will easily believe them. Until then, the masses have every reason to hold them to the promises made in return for votes. I also don't recall them telling the masses that they will first buy themselves Merc AMG 63s, BMW 740i etc and if there was any change left, attend to their needs. JZ must have no rest. He made promises dancing for his machine gun (read "power"). Now that he wrestled it out of TM, let him deliver. No excuses my friends

SimonP 7/23/2009 9:39:49 AM
@Mzi, YOUR ANC have been in power for 15 years, how long do YOU expect to wait for them to settle in? Maybe 5 years, so then you will have a permanent excuse.

Mark V @Mzi 7/23/2009 9:40:51 AM
Mzi - if you promise you must deliver. You can not now tell people to be patient.

Mark V 7/23/2009 9:44:01 AM
I am tempted to say: "Told you it was going to happen" to all the ANCheeple, but alas - come the next elections a yellow T-shirt and a stupid song and dance will make all the empty promises look good again and they will fall for the same.

SimonP 7/23/2009 9:44:44 AM
@Bongani "we are all criminals", "we all do not like foreign African people" Speak for yourself. Who are the "we" you refer to?

VM 7/23/2009 9:47:58 AM
Mzi, what are you smoking?

Lazman 7/23/2009 9:51:30 AM
Sometimes I don't get it. Where are these poeple from? Also aren't they supposed to be at work or at least be doing something worthy? The less said about the German machinery riding Pirates of Polokwane the better. After all we got the government we deserve..

Mzi 7/23/2009 9:53:14 AM
It has only been a 100 days or so since the elections. It is a new pesident and a new cabinet who have to familiarise themselves in their new positions.ROME WAS NOT BUILT IN A DAY.

karen 7/23/2009 10:00:38 AM
To all those stupid people who ask: "what has winter got to do with it?". Winter is the time when poor people and those living in townships, shacks etc suffer the most ie floods, rain, bad winds, little shelter, cold, no food and no energy to get up and go to work in the cold. They feel their situation 10 times worse in the winter. Have you not noticed how the beggars come out in droves on the streets in winter?..when the really poor rear their ugly heads again out of need.

emma 7/23/2009 10:03:44 AM
I don't know WHO do feel sorry for, do I take in a few of the refugees who are displaced again, or a few of the local people who do not have water and electricity in this cold winter? If i try to help one or the other I will probably be killed by one or the other. I still have have compassion left in me but I reckon come the next election and it's ANC again I will loose the little compassion I have left completely.

Hun 7/23/2009 10:07:02 AM
A compelling almost 2/3 majority voted ANC government.Despite their unhapiness about service delivery.Despite the vivid conditiona that we have regarding bribery,corruption...And most of the people that go on rampage and vandalise state property etc are our people truth be told. That tells me that 2\3 of South Africans voted ANC primariry and probably because they would ratehr compromise good service delivery, in avoidance of going back to the Apartheid era.But ANC supporters claim political maturity. It is just fact that this will probably go on for sometime. We will have to put up with this for a long time- whether we like it or not. What I can appeal to Mr Zuma is that give people Jobs not Free this and that.I can live with a free house, free water supply, free electricity, free basic grant for being unemployed, free child grant - But what good does that do for me and my country? We're going no where! We are NOT a first world contry for sake.30% of SA workforce is subsidising the 70% of unemployed citizens plus Lavish life that our Ministers live.

Nigel 7/23/2009 10:09:18 AM
Next time dont vote for a govt. that ignores its own voters.....for years

Baboon 7/23/2009 10:10:41 AM
Samsam - isn't it funny that municipalities and provinces ran fine before the ANC ran them and still run well in places where they don't -- so you want to do away with them so the ANC, making a mess of the country and everything else it touches can do better. Snort. Better at buying themselves BMWs maybe.

Jann 7/23/2009 10:31:09 AM
SA hit international headlines last year with the xenophobic attacks. I know that many people don't care what the international community thinks about us, however, we have a world cup coming up - a world cup that has cost this country a great deal of money. We need the foreigners to come and support it. I don't know if we could survive the shame of xenophobia for a second time. I suppose it's no problem to the ministers though - they already have their flash cars! A$$holes!

Karen 7/23/2009 10:31:51 AM
Once again, nice article Pitso. Your message, however is too subtle for the mentally challenged people who are the ones that should be taking note and thinking with their head next time around. However a stronger message will just be met with insults, abusive language and suspicion of some hidden agenda. You can't help those who are not willing to help themselves, so they must suffer in the cess pool they have created.

Karen @samsam 7/23/2009 10:37:27 AM
You really have no idea do you!? It is not the idea of local governments that does not work, its the entire ANC that does not work, but you will not accept that so you keep protesting and then turning around and supporting the very party you protest against. You guys just don't have clue so if you won't listen you must feel and suffer the consequences. BTW, your protests are falling on deaf ears in the government and not exactly endearing you to charities or potential foreign aid, so you are never going rise from the dirt.

Kulkat 7/23/2009 10:47:07 AM
Well written Pits. They better stem this tide out before it comes for them too!

David 7/23/2009 10:53:04 AM
How is this possible. If you read the news you will know that the most challenging problems facing our ministers are the choice between normal or ceramic controls for the new million Rand + cars they are getting. Zuma and his cronies will make Idi Amin look like Mother Theresa

emma 7/23/2009 10:57:39 AM
The BMW's what scares me is WHAT ELSE are they buying for themselves with our tax money??? INSTEAD of delivering on their promises...

Schalk 7/23/2009 11:11:07 AM
The poor will always vote ANC they beleive the ANC's will at some point deliver on all their lies. Imagine you had nothing and you where promissed so much but you are told to just be patient and someday it will miraculously happen and it didnt happen last time because these things take time and apartheid's ghost is still stopping progress. I bet you will just go on voting ANC and live on pap and water and hope. ANC stop lying and educate your people about their future and how to create wealth do not keep them down trodden just so they will vote ANC again next time you may be in power until Jesus comes but what will be left of SA then!?

HC 7/23/2009 11:12:31 AM
@ all the government critics; please read Mzi's comment again. Please give the guys a break. Remember, they have to get their transport and housing in order. Service delivery will probably have to wait, because with all the strikes I believe it will be difficult to have all their vehicles delivered within the next 15 - 18 months.

Nicole 7/23/2009 11:57:24 AM
they voted the ANC in again so what did they expect, they have no right to complain. And next elections and the next they will keep voting for the ANC and keep moaning about nothing happening, get a clue people!

Cynical@author 7/23/2009 12:26:54 PM
What On Earth Are You Talking About?

The picture you have painted is a distortion of the real SA and you know it! The people in townships couldn't be happier - very day you see their smiling faces on TV whilst they toyi-toyi in the garbage strewn streets. They even burn tyres, throw stones at the police and disrupt traffic to draw attention to their exuberance and satisfaction with their caring government. So what are you on about? Viva ANC! Viva!

Gpurscreepers 7/23/2009 12:50:45 PM
@MZI- It has been 5575 days actually. Service delivery has been going well, JZ spent R75 million on an inauguration party, for the needy I'm sure. He's spent R50 million on a fence that I have no doubt he really "needs", and God knows that anyone wanting to be taken seriously 'needs' a R1 million Beamer. Maybe two.

Well said Pitso, your article has that ominous feel about it that most of us can relate to.

Mzi @Gpursecreep 7/23/2009 1:50:51 PM
Its been under a 100 days actually.Where have you been the last year and a half. Out of the country fleeing the so called crime in this country.

KABELO KEHALOTSE 7/23/2009 3:28:27 PM
We are busy blaming our present goverment for the iniquities of the past. The truth is it they can only bail themselves out if thet stop changing streets, airport, municipality names. It really costs lot of money. Why can't they build industries that could provide job opportunities with that money. It sounds stupid but it is really true.

cindy 7/24/2009 7:03:43 AM
@MZI - What do you mean "the so called crime in this country" are you trying to tell us that it's our imagination? Apart from that, everyone is used to you defending the ANC, I wouldn't be surprised if you're getting paid for it!! As for the svce delivery protestors, well tough luck, vote for change next time round! though i have deepest empathy with anyone having to go to sleep cold & hungry, i won't feel guilty, i didn't put them in the position they're in, their fat cat goverment officials did!
