De Aar - Three Entenjeni municipality traffic officers and a clerk appeared in the magistrate's court on Friday in connection with corruption and fraud, said police.
Captain Cherelle Ehlers said their bail was extended and the case was postponed to June 27 for further investigation.
The four were arrested after a complaint in December last year by the provincial transport department about corruption at a testing station at De Aar.
Drivers' licences were issued without testing the recipients' abilities, and learners' licences were issued without the applicant sitting for the theoretical test.
Police believed that between 500 and 600 people throughout the country could have benefited from this scam between 1998 and 2002, said Ehlers.
