'Expats should be able to vote'

Cape Town - Democratic Alliance leader Helen Zille will lobby for the right of all South Africans living abroad to vote, at a meeting with Independent Electoral Commission head Brigalia Bam on Friday, the party said.

Zille said that Section 33(1)(e) of the Electoral Act provides for South African citizens who are temporarily abroad - for purposes of a holiday, a business trip, attending a tertiary institution, or participating in an international sports event - to vote in national and provincial elections by special vote.

The DA believes that the section should be extended to include South African citizens who are living abroad, many of whom intend returning.

In addition, to enable these South Africans abroad to vote, it is essential for the IEC to make provision for them to register at South African embassies and consulates. This is critical if the IEC is to fulfil its constitutional mandate.

Prisoners can vote

"In most constitutional democracies, prisoners are not entitled to vote, while nationals living abroad are. In South Africa, we have the opposite situation where prisoners can vote and South Africans abroad cannot. The irony is bitter," Zille said in a statement.

Procedures are already in place for special votes and it would be possible for South Africans abroad to follow the same procedure and vote at their nearest South African mission.

A debate is running on the subject on the website www.constitutionallyspeaking.co.za , with some arguing that South Africans abroad should fly back home to vote, with others demanding that they be allowed to vote, irrespective of why they are living abroad.

I can;t believe that it has taken this long for somebody to stand up and say that South Africans living abroad should be allowed to vote, I agree with Helen Zille, it is ridiculous that prisoners get to vote but our own law abiding citizens (nopt necessarily residents) don't get to vote. I hope we have a good outcome to this.

What about people with permanent residence status and have lived in this country and pay taxes but who hold other nationalities and have served in the army

is in Nigeria on a 6 month contract with his company installiing sattelite systems. But he is not allowed to vote but criminals can. How does the voting system allow the likes of the "Skierlik" muderer - when in jail - to vote but not my law abiding nephew?

The sad truth is that those in prison are mostly black, and the diaspora are mostly white, and less inclined to vote ANC. It is therefore clearly not in their interest to allow expats to vote. What really strikes me as odd is the fact that the ANC can today not see the value a strong opposition can bring in ensuring good governance, robust policies and focused development. It may take longer, could be more frustrating, may require the ANC to answer the general public, to its own benefit.

I will definitly be joining this debate (the link is dead by the way, but you can copy and paste it). It affects me being a contractor working abroad. It will cost me a fortune to fly home to vote. That's like having to 'pay' for the priviledge. We all know it's just a dirty trick by the ANC as they know most prisoners are pro them and most business travellers are not. They'll never have my vote (the ANC i mean)

Prisoners allowed to vote is ludicrous. Disallowing people who have left the country to escape the horror that is crime in this country to vote is sickening. I truly hope that the IEC see the bigger picture, surely! The people that CAN contribute positively to this country are being denied their right to do so while some filth are allowed to, disgrace.

Helen, you can try but the wind is blowing the opposite direction. It is exactly becuase of the fact that the ANC is running this country why many or most of these people made a run for it. The ANC knows this and they are very very unlikely to get many votes from overseas hence you can expect A LOT of opposition against your proposal.

This current fragile regime would never allow overseas citizens to vote. They are not so bullet proof as they would like you to believe. A overseas vote might just tip the balace of power to a true government of the real people that make this country work. It is not a race issue anymore. Everyone is getting a raw deal. All communities are affected. The powers that be would not hang themselves that easily. Most expats really want to return to a safe and truly free South Africa.

I was not able to vote when I was overseas for 2 years. Every democratic country allows it's citizens to vote regardless of location. This was a ploy by the ANC to rob the opposition of votes but they allowed scummy prisoners to vote!!

Maybe it is because most ex-pats wouldn't vote for the ruling party! But that's no excuse. Every citizen, whether in or out of the country MUST have the right to vote.

Expats to vote?this doesn't make sense.How do we know they intend to return?if they intend to return,they will vote when they do so.I like Zille,I agree with her on a lot of things,but not this one.Im sorry.Yes people who are out there temporarily,like Section 33(1)(e) of the Electoral Act says,not discruntled people who now feel things are going to change and they can return.If they are proud SAs,they should be through good & bad times,not when it suits them.This would mean they're opportunists.

After the floor crossing a few short months after the last election I vowed never to vote again as there really is no point. Now that I live abroad there's even less chance of me voting anyway. Most saffas abroad are moving on and only a handful care enough to vote anyway.

Murders, rapists, pedofiles,hijackers, thieves, scumbags can vote. Illegal immigrants from Mozambique,Zimboonia,Pakistan,Lesotho,DRC,Somalia who bought ID books from Home Affairs thugs can vote. Law abiding South Africans living overseas cannot vote.

Convicted criminals forfeit practically all their rights due to the fact that they have willingly and purposefully broken the countries law/s. In many case these criminals have robbed others (victims) of their civil and personal rights and property. Yet loyal and law-abiding South African citizens who may be studying, holidaying, working for a company on contract, on business or merely able to spend extended times abroad are refused their democratic right. Why should these citizens be punished?!

It is crazy that people living abroad may not vote, is that because they do not have confidence in the current regime. If thugs in prison are allowed to vote why not all South Africans irrespective of where they are. All democratic countries allow this, why not SA?

Oh - it's obvious why they don't want expats and those abroad to vote: They are educated, civilised, have an IQ >100 and are actually capable of making a positive contribution to society and a country's development - ie 99% would vote for an opposition party in S.A. Whereas - prisoners - murderers, rapists, baby rapists, car-hijackers, armed robbers etc etc etc are typical ANC voters - thus they are allowed to vote. How do you think the ANC secured its 2/3 majority in the 2004 election.

I want to believe that South African who went abroad after the new dispensation gave up that right because they would not live under a black governemtn. Most of SA's living abroad are belong to DA constituency hence Helen Zille wants more votes as she is trying to restore the white privileges at any cost. That is hipocrisay at its best. Prisoners when they are released, they will live undert the government they chose unlike those who want to want to have their cake and eat it.

We have a resident base tax system here in SA, meaning it?s okay to tax South Africans earning abroad but they?re not good enough to vote?! We?ll take their money to keep the b@stards in prisons comfortable then afford that lot privileges tax paying citizens don?t enjoy. Typical ANC hypocrisy. I?m sure it has nothing to do with the demographics and political allegiances of the two groups in question. Just shows you how screwed up the ANC?s hierarchy of preferred citizens is, but we can?t be surprised, after all they?re looking after their own kind. (And by that I mean crooks, before the racism card gets played)

I agree with the first guy, i was appauled when i found out i couldn't vote just because i'm abroad for 2 years getting some life experience. I mean have you ever heard of anything so antiquated! Anyway I am all for Helen-you have my support-I am a SAFFA through and through and i always will be no matter where i am in the world... I want to vote and be heard-i should be entitled to!

Many BECAUSE of crime are not allowed to vote whilst hose who have made them leave for the safety of the First World or because of BEE and poor salaries for essential skills. These people send foreign exchange home and spend it if they return on a visit. Many are Black people like nurses and teachers. Thank you Helen.

It is true that most people living abroad are probably educated voters, and therefore not necessary advocates for the current government. The longer the ANC stays in power, the more I see our democracy diminish! The constitution is merely there to protect them when necessary...Why should South African's have rights at all(in this case?)
