Promises, but still no policy

Bloemfontein - Everyone present at the launch of the new political party, the Congress of the People (Cope), over the weekend and on Tuesday's public holiday, was conscious of the fact that they were witnessing an historic occasion.

As the newly endorsed party leader Mosiuoa Lekota told the crowds at the Goodyear cricket stadium in the centre of the city: "When next you celebrate Reconciliation Day, you will remember that it was on this day that Cope was founded. And on every Reconciliation Day afterwards."

At the end of the three days the excited participants in their yellow T-shirts with the Cope circle-and-cross logotype had been presented with a new leadership, which was very like the old interim leadership with some surprising additions.

No clear policy details

They had been instilled with a sense of pride, and had been exalted by high-octane rhetoric. But they did not yet have any very clear policy details to take back home.

Much of the policy-making has plainly yet to be done and what the high- flown commissions, which were supposed to be hammering out policy formulations, came up with were mostly wish-lists of what still needs to be decided.

Sam Shilowa, the newly confirmed first deputy president of the party, was unable to tell I-Net Bridge what the party's attitude towards inflation targeting was likely to be, as he had not attended the presentation of the policy commission to the conference.

He did let slip at a media conference however that the detailed policy making will be done by the new executive.

The delegates themselves sang a great deal, which seemed to take their minds off the nitty-gritty of politics, and they danced. One dance which involved jumping into the air and landing heavily on both feet began to threaten the structure of the raised tiers of seats and was discouraged.

Also formally discouraged was the singing of songs mocking the ANC and its leadership - such as one which declared that Cope was not a shower, a reference no doubt to Zapiro's cartoon image of the ANC leader Jacob Zuma forever portrayed with a shower protruding from the top of his head.

Young, black, middle-class

The party members in the Carrie Human hall of the University of the Free State were mainly young, and overwhelmingly black. They were middle-class, with high aspirations for themselves and their children.

"Oh yes," one told me. "I know I-Net Bridge. I was trader a little while ago."

Evident among them however were a number of old political war-horses still in search of a party that would finally suit them, and perhaps more to the point tolerate their vagaries.

Former mayor of Cape Town and premier of the Western Cape, Peter Marais was in the hall, but was not among the leaders gathered on the platform.

Allan Boesak, however, formerly convicted of robbing Scandinavian charities of funds given to his foundation, gave perhaps the most exciting example of oratory on offer.

It was plain why in the UDF and the ANC he had been able to hold audiences in the palm of his hand. He had Cope delegates standing on their chairs, chanting in unison: "There has never been a time like this!"

On the same day Lekota made something of a meal of insisting that a man charged with corruption should not be allowed to hold political office. He said that in Europe such a thing could not happen, until a German correspondent reminded him that Chancellor Helmut Kohl was indeed at one time in that position.

But among the new leadership of the party were a number of figures that could not be tarred with this brush. The new second deputy president of the party, for example, has never been a politician before.

She was a backroom IT expert who helped put together the party's website, and who now insists that she is not afraid speaking her mind.

She has been chief executive of her own IT company, and was so good at it that Nedbank made her an offer to head up their IT section.

Her husband Andre will now take the strain as chief executive, since her political job will be full-time. She has three children of her own and a stepson of 25.

Shilowa pointed out that though the ANC has insisted that half of their leadership must be women, there are four women among the six top leaders of Cope.

Only one has had any serious political profile before, and that is Charlotte Lobe, a former MP endorsed by the conference as secretary general.

Her deputy is a little known figure from KwaZulu Natal, Deirdre Carter, and the treasurer general is a black empowerment consultant who says she gave up politics ten years ago, Hilda Ndude.

Persecution complex

The persecution complex that the new party suffers from was less in evidence at the end of the conference at the beginning.

While Lekota devoted more than half of his opening speech to "ANC-gevaar", and showed genuine concern that he has been the target of assassination plans, the two rival rallies of the MK veterans - addressed by Jacob Zuma - and the Cope rally passed off without incident.

Philip Dexter, Cope's communications chief, did say that they had wanted to hold their rally in Botshabelo, but were told that it had already been booked.

The big question now is how successful can the new party be at the forthcoming elections.

If the ANC continues to implode in the way it has been doing in KwaZulu-Natal and the Western Cape and some other provinces, it will probably do very well indeed.

The Democratic Alliance insists that it is not threatened by Cope, and perhaps it isn't, but even if the DA hoovered up every non-black vote in the country, it still could not form a national government.

Plainly the way forward for both parties is to ally.

COPE has no policy, the only policy is "If you are not elected into leadership position jump the ship". How on earth can people elect themselves and tell the attendants that they can only have a say in 2 years time. Cdes in the COPE should always know that ANC will always be there when they want to come back. Odendaal is there to woo white electrolate, nothing else that is why after elections they can elect real leadership without card drawers.

Some of the fundamentals of COPE's policy need to be: 1) Complete transparency of Govt finances. The ANC has diverted literally hundreds of millions to its corrupt leaders - money that could have gone to building the nation 2) Invest in training - of nurses, farmers, police, forensic investigators 3) Put a decent leader in charge of the police (when the head is rotten, the whole body is sick) and spend far more money on policing. 4) Utilise ALL skilled South Africans, using Whites as mentors.

Can any ANC loyalist tell me how soon after ANC was formed did it have policies?Was the Freedom charter policies?, was it drafted only by ANC members?ANC should now start remembering that a lot of White people were supportive of them during the struggle & doubt they would have made it without them.Now they treat them as enemies who should be avoided like a plague cause they'll bring back Apartheid.People should learn that there is great success in working together.

Parties are starting to realise that they should talk to their constituncies rather than bashing other parties. There aslso seem to be a shift from COPE vs ANC in the movement of supporters thet call for smaller parties to take care of its memebership, they will be the casualties of the present movement to strenthen COPE and the ANC. The next step will be the competion of the two partiesat the expence of the other

No rocket science needed to figure out that COPE is light on policy - what did you expect in such a short time? ANC have been in power since 1994 and yes while the have a policy they have been poor on delivery. The people are tire of promises - what we need is had work from the leaders to see the delivery! If Cope can do this, I will vote them.

What of the manner in which Cope members and delegates conducted themselves on the campus of the UFS on Monday night and Tuesday? Boozing, late parties, men entering ladies hostels, and a young white women having to be escorted from the premises by security after having her life threatened and being told "we run the country now". Yes, truly new and different. Same old party in different colours with hooligans for members. You can take the baboon out of the tree.....

There is no democracy at Shikota, lekota and his friends appointed themselves in Bloem and instructed their followers to accept them and they will have elections in two yrs time. What is this, is it what we call Defending Democracy, I dont think so!!!!!!!!!!

The difference between other parties and Shikota is that, in other parties, Leadership is elected and with Shikota, they announce their leadership

Sprisingly we haven't heard about who else is to join shikota from the ANC.There can only be one political party for the people of south africa and unless people remember where they come rom they will be easily fooled by promises made by people like lekota and shilowa.Smell the coffee and vote for the party that changed your lifes than the one making promises when they know all they want is power.

if they did discuss and formulate policy, i dont think it would be appropriate to read all policies to the letter to the public. lets be objective and wait for their election manifesto next year and compare it with other political parties objectively

We all know that shikota party dont have any policy.All what they have is the information they came with from the ANC,and they think that by painting the rulling party with mud would make them look better than any other political party.If they had a policy surely the could have given it to the press for publicity since they seem to enjoy free advertising from certain press houses.

Many Shikota supporters are still inside ANC structures. They will come out when time is right. In the meantime, there is much to be gained by maintaining the status quo...

Michael Hamlyn there are only 24 hours in a day!and I think COPE has used time very well to produce what they have since the congress in Jo'burg a few weeks ago. I followed the launch of the party in Bloemfontein and was impressed for too many reasons to write down now.And the document that I saw on their website shows me enough of their policy to have convinced me that COPE will be my political home.

After reading some comments, I realise that many people who are against change in South Africa's political landscape are there to make useless comments. What we need is CHANGE in all aspects and I believe it in COPE. ANC has failed totally!

I wouldn't want any more ANC people to join COPE. It would make them a carbon copy of the ANC made up of disillusioned and disgruntled members who would want to patch up ANC policies. COPE members must come from other parties who are untainted by the ANC and who have real progress in mind and a real sense of purpose and service to the country. They should form new and collective policies. A truly independent party, not just an ANC alternative.

I am sure that journos do not hear/listen anymore.COPE has an easy job,they can use same maifesto the ANC have been preaching for 14 years and promise the same but with results. The ANC have not lived up to what they preach and are clearly showing the public they are moving away from professional responsible government to one of pre94.Did not work then and will not work now.All COPE has to do is remove corruption and promise to prosecute past 14 year offenders and use that fraudulant money wisely

The ANC had policies as from 1912, and those policies are incorporated in Freedom Charter. But you should remember that during those days we were fighting for different things like not paying ukhanda pondo, not carrying a pass (ID) wherever you go etc. Policies also change with time that is why ANC under TM (GEAR) was different from ANC under NM (RDP).

I applaud ANC for removing people who failed us since 1999, we should remember SA was alive with possibility under Mandela and when TM and COPE leaders took over delivery slowed down. If COPE is real why members from IFP/DA/PAC etc does not join them. COPE is just power hungry individuals who use their(in ANC) failures to mobilise against the ANC. They we removed from ANC bcos the fail to deliver since 1999.

How do you explain leadership being appointed by one man a during your conference and giving you two years to have a say. The reason why they left the ANC is that they don't want a system of elections they want to appoint themselves or be appointed by their masters. So in other parties it is different, a leader need to be elected democratically, like JZ

Another ANC failures disguising as a different person.For those who have not figured out the policies of COPE, just look at the opposite of the ANC policies. Why is COPE not saying anything about tha ARMS deal??? Are they any beneficiaries from COPE from the ARMS deal??? I will only vote for COPE if they promise a full inquiry into the ARMS deal.
