Gadaffi: US a hooligan state

Tripoli - Libyan leader Muamer Gadaffi criticised the United States in a thinly veiled condemnation of "hooligan" states which take action without UN legitimacy, the official news agency JANA reported Tuesday.
"Certain big powers have been acting for some time outside the United Nations and its charter," he said at a dinner Monday night in honour of visiting Croatian President Stipe Mesic.
"What has happened in Iraq and is taking place now sets a dangerous precedent," Gadaffi said, without mentioning the United States by name.
"The entire world is troubled, all peoples are terrorised, because there is no longer a separation line between terrorism and self-defence," the Libyan leader said.
He called on "hooligan states" to "conform to the UN charter... and respect the international community."
