30 dog heads baffle police

Tokyo - Thirty dog heads were found discarded in a moat near Tokyo's main detention centre on Thursday, according to a media report.
Nobody has been arrested or claimed responsibility in the case, and police are investigating the bizarre incident on suspicion of violation of animal protection laws and vandalism, Kyodo News agency reported.
The severed heads were mostly decomposed and some of them were skeletal. The shape and the size of the heads suggested they were of adult dogs, Kyodo said.
The case surfaced after a passer-by found a head floating on a shallow moat just outside the detention centre and reported to the police.
It was not immediately known whether the case could be linked to the jail.
Police officials were not immediately available for comment.
No other details, including motives and the whereabouts of the rest of the dogs' bodies, were immediately available.
