Cosatu signed manifesto: ANC

The Congress of the SA Trade Unions (Cosatu) signed the ANC's 2009 election manifesto which called for labour brokers to be regulated, ANC secretary general Gwede Mantashe said on Tuesday.

The election manifesto stated that the ANC government would introduce laws to regulate contract work, subcontracting and outsourcing, to address the problem of labour broking, Mantashe said in a statement.

"This ANC 2009 election manifesto was signed by all alliance partners, including Cosatu."

Last week the trade union federation held a nationwide protest for the scrapping of e-tolls and labour brokers.

The ANC would meet Cosatu on March 26 to discuss the issue, as well as the e-tolling system in Gauteng, said Mantashe.

Cosatu's protest against labour brokers and e-tolling was discussed at the African National Congress' national working committee meeting on Sunday.

"The [Labour Relations Amendment Bill] deals with the protection of vulnerable workers in all categories, including casual workers, contractors, subcontractors and labour brokers, and all distortions in the labour space, amongst others," Mantashe said.

"The strengthening of the generic definition of the employer, does address the issue of labour brokers, in that way, it really addresses the policy."
