Police allegedly execute wounded suspect

The Independent Police Investigative Directorate (Ipid) is investigating an incident where police officers allegedly killed a suspect who was lying bleeding on a pavement in Krugersdorp, Gauteng.

"We are looking at the case, and we have recommended steps that should be taken [against the officers]," Ipid spokesperson Robbie Raburabu told News24.

He could not immediately say what the recommendations were, or whether the four officers involved would be arrested or suspended.

The officers, one who is on leave, were also not aware of the recommendations.

The Sunday Times reported that Khulekani Mpanza, a security guard with eight children, walked into a hardware store on October 19, loitered near the entrance, and then took out a gun, walked back out and fired eight shots at a nearby police van.

Police had reportedly received a tip-off that there was going to be a robbery.

The Sunday Times says it has CCTV footage of Mpanza being shot in his arm while he is running away.

The footage then apparently shows Mpanza lying bleeding on a pavement, while a constable shoots him in the chest. Another officer then comes up to Mpanza and starts kicking him.

The constable then apparently shoots Mpanza in the head, before smiling.

Krugersdorp police spokesperson Sergeant Tshepiso Mashale told the Sunday Times police management was waiting for word from Ipid before taking action against the officers.

The DA said on Sunday morning that it was sickened by the footage.

"There is no excuse for these actions. Police members who believe they are judge, jury and executioner must be harshly dealt with," DA Gauteng MPL Kate Lorimer said in a statement.

"Two weeks have gone by and it is unacceptable that this killer is only 'on leave.'  He and his colleagues who made no move to stop him killing Mpanza should be behind bars.

"If the Saps does not make an example of these cops there will be more and more instances of murder by policemen."
