According to the report provincial education officials blamed the sending of "incorrect letters" to the wrong people on a "system error".

Provincial education spokesman Muzi Mahlambi told the newspaper the department was working flat-out to appoint the correct people.

The 9500 markers were expected to begin their task on December 4.

The newspaper quoted a school principal as saying that a former teacher who no longer worked in education was appointed to mark exam papers.
