I have no degrees and English is my second language but I thing my English teachers were not that bad.  According to my reading Ma Thuli didn't say Zuma stole R246m but he rather benefited unduly from part of what is already spent out of tthat amount. There is no half truth half lie, the truth is 100% truth.
Pretending Thuli said Zuma stole R246 is a no more no less than a lie.
Lying and stealing are all crimes. DA lies, ANC steals. None is better than the rest of the flock.
