This more of a rhetorical question than a story. I was in the Port Elizabeth public library yesterday morning obviously there are rules and regulations in the library were by people are not allowed to make noise , answer phones, infect anything that might disturb other users is not allowed and I respect that.
I also thank the Librarians for making sure that these rules are followed but today I saw some thing else were tourist just walked in speaking on top of their voices started talking pictures of us with out our permission, recording videos this happened for about 15-30 minutes.
These tourist were never reprimanded (not told to keep it down be silent ) for doing this and were never warned at least that this will happen for those 30min I found it hard to concentrate on what I was doing because of what was happening.
What concerned a few seconds after they left the person next to me phone rang and he was immediately told to go speak out side because he is disturbing other people who are reading I really find that disturbing
