Ever met somebody that carries flat tipped bullets?

I have used a handgun a few times in my life. 
My late grandfather used to make his own bullets and among many things was a farmer.
At the age of 5 yrs I got to shoot a 38 and .22 hand gun.
Shots at targets such as tin cans, I remember it being fun, I especially remember my keenness to hit the target.
I have never owned a gun in my life, I guess I rely on a my silly faith and common sense. The thought of owning a gun is too much responsibility for me.
But regarding special bullets, I have met a few characters in my life that proudly carry and own their guns.
Come to think of it, non of my friends own guns.
Back to those that do, I have met a few people that have happily shared the fact that they use special flat bullets.
And they are always very graphic in explaining the damage these bullets do, if they hit a person.
Nobody carry's flat bullets without knowledge of what extra damage they do,
I have been very vocal on the side of public opinion in this murder case,
I can say that I truly feel sorry for Oscar,
He is not alone and he did not invent this macho , I carry my gun, I'm so tough attitude in life...
Upbringing is vital to a decent common sense, It does unfortunately not guarantee anything but again I say, I feel awful for him.
The man truly went beyond all boundaries in his sports life and opened doors for many people. He was a hero and he is an amazing story.
If this horrific event can do something positive, I would hope all people that do own flat bullets, Throw them away, Yes you clever toss, We all know it does terrible and irreparable damage to human tissue,
People mock and scoff when they hear that Hollywood negatively effects us and our children. All the violence on TV and in so many movies,
It surely does not effect us all, 
But how many people do actually tell themselves, they are Vin Diezel or Rambo or believe they are like Arnold in Commander ?,
I have  huge sympathy for ol Oscar, 
Stupid and possibly a major schizophrenic,
How safe was he really ? Who would ever hurt somebody without legs ? Not me,
