We read recently that a team has been appointed to audit the administrative affairs of Thaba Chweu.
This Municipality has had Administrators appointed on several occasions in the recent past.
It seems to me that this is a failure of the Provincial Government. The situation has been clear for a long time. It would be reasonable to suppose that the Province would have put in a team some long time ago to audit matters to take corrective action instead of waiting until the wheels are falling off.
It appears that the team is to concentrate on Administration, whatever that means, since every facet of Municipal management requires administration.
Administrators have promised, in the past to prepare job descriptions followed by evaluations to match the needs of the job with the people available and to fill the gaps where these existed. It never happened.
But there is more to it than that.
There has not been a technical audit concurrently with the tidying up of administration. This is a gross oversight. The care of the physical assets is a disgrace resulting in premature failure which causes substantial resources to be allocated for replacement, as well as causing Safety and Health hazards
These resources could, with more careful management, be used to the benefit of the community.
A wise book on Leadership says “Tell me what my job is, give me the training and the tools then tell me how well I am doing”
The bottom line is that there is no quick fix to these serious and basic problems. It requires at least a year of dedicated and skilled restructuring, training and imaginative motivation. Otherwise it is merely cosmetic and the cure will be seen to be little better than the disease.
