So my 2c again:
Whatever the tax, whether it is rates on property, income tax, road tax, fuel tax, VAT etc should be split as follows:
50% spent in the immediate vicinity of the taxpayer
30% in disadvantaged communities
20% on National projects
This way the taxpayer may actually see some benefit to his expenditure, and will become a less grudging contributor. Affluent communities would still subsidise less affluent ones, but money spent in their own communities would enhance 'perceived value'.
If I did not have a pothole that a small child could get lost in on my route to work, I may just feel that the system is in some way working for me...
