Let's talk eugenics

In my abortion discussions I was accused of being an Eugenecist and I was accused of racism.Recently I saw one of those images on facebook that impart wisdom. It read "When you are dead, you don't know you are dead, It's no different for stupid" This is one of the most apt statements I have ever read.
Race is not a factor in abortion, All races get pregnant and all races practice abortion. So my talking about abortion is not racist. Large families are also not racist, All races have families of varying sizes. 
In my own family, one branch has 5 or 6 kids, I can't keep track, His wife gets pregnant because she doesn't understand how those new fangled injections that prevent pregnancy work, The last two can be ascribed to absolute lack of well let's say intelligence. This one is so bright she started smoking to keep the weight off. Am I being racist because I think it would be well nigh impossible for this white woman to understand the perils of over population? Or am I being racist because I see poverty as an indicator that maybe you should not breed. Not only do black and white people live in poverty, Not only do black and white people have limited intelligence.  
Seriously If these people tried to adopt, they would most probably be rejected, but due to a fluke of nature they have 
bred 6 children and there is no barrier to them breeding another 6. Surely if they would not be able to adopt, because they don't have the means, or the ability to provide a great home, they should at some point be told, enough is enough, get neutered.
Eugenics has been conflated with racism because Hitler was a proponent, Back in the 30's when people were summarily sterilised because they had bad family traits, race played a part, but we now know a whole lot more. DNA technology can determine if families have poor genetic makeup, Are they in danger of giving birth to mutants, disabled and even ugly children.
Facts are that the stupid, the lazy and the useless are kept alive by the intelligent, the good looking and the generous. 
Culling humans may be in bad taste, but those that are sheep like in nature probably wouldn't be missed for long. Why is it any different to culling Elephants? Sterilising those with poor genetic make up, with the stupid gene and the lazy gene should be a priority. 
It is in the national interest to do mass sterilisations. A reward system should be put in play for voluntary sterilisation.  This should be free and a monthly stipend or grant should be offered to anyone that gets voluntarily sterilised. Child grants should be done away with and all women should be given a monthly stipend reduced every time they spring a cute little baby on the world. Say they get a monthly grant of R 1800.00 for being childless, reducing to R 1600.00 on the birth of their first Child, halving to R 800.00 on the birth of the second and reduced to zero on the birth of a third. This on it's own will stop the indiscriminate breeding currently occurring.
