No.1's 5 million jobs could be possible

Just read an article online at http://finance.yahoo.com/blogs/daily-ticker/a-controversial-way-to-create-10-million-jobs-205032050.html, which prompted this short writ.

Very interesting indeed what “out the box” thinking could accomplish. To the best of my knowledge, corporate tax in South Africa is pegged around 30%. Perhaps our government could lower a company’s tax by a few percentage points if they can prove that they employ current “unemployable” people. It will have numerous positive spin-offs like, reduced unemployment, increased spending power of the newly employed, and increased education/training of a previously unskilled/unemployable person.

How many jobs could this create?
