In a recent research as conducted by the Municipal Public Accounts Committee, some staggering irregularities were found, which borders of inefficiency, ineffectiveness and a lack of control to say the least.

The staggering findings of the Committee reveals that the Johannesburg Metropolitan Municipality has lost in excess of R 86 million and is thus out of pocket of the revenue, because of the fact that over 400 high end power users, were not linked to the billing system of the municipality that would have made them liable to pay for the service and generated revenue for them.

A grim picture was painted by the Committee of how they investigated 924 stands, and where 503 of them were not linked to the billing system, all being large power users.

Furthermore more than 5000 large powers users’ accounts have been audited and found that they had not been billed accurately for their services, in actual fact under billed in most cases.

The data on user accounts were inaccurate, consumers were connected to the system, without being linked to the billing system and prepaid meters passed to name but a few of the findings.

Meters were being billed but on different addresses while the site audit results showed that the billing address was incorrect, several stands were identified to have prepaid meters though it was previously thought there was no electricity service billing, and meters were not linked to the billing system to increase revenue and reduce loss which is now estimated to be in excess of R 80 million.

In any kind of business any person that is responsible for such a gross error would be immediately removed from office yet the metropolitan municipality deems it more important to try and recover the loss, than to get rid of the person that was responsible for this gross error, which raises a thought that someone was paid to have this situation as prevailing…… Anything is possible these days ….
