| The reason I am directing this e mail to you is because I have had very little, if not, no help from the Policing authorities and from certain Councillors in my area regarding the use of loudhailers by mobile hawkers. I am advised that this is an offence in terms of the by-laws of the City. But besides that, it is a very unbearable nuisance offence, to say the least. |
More particularly, and in my area, many hawkers drive around in their vehicles on a daily basis and by means of p a systems and or loud hailers attached to their vehicles, they advertise the products and prices of products contained in their vehicles, as they drive. This conduct is repeated from street to street and sometimes occurs briefly but more often than not for prolonged periods of time during the day. On many occasions many of these hawkers have engaged in this unacceptable conduct extremely loudly, repeatedly and simultaneously.
This unacceptable conduct disturbs students, people on the telephone, people watching television, people engaged in meditation, senior citizens, babies, shift workers, mothers attempting to complete chores whilst their breast feeding babies sleep, people conducting prayers, funerals and the sick etc. On many occasions I have heard these unacceptable announcements whilst conducting chores at a school in my area. I presume that school goers are also affected by the use of the loud hailer in these circumstances.
Although I have repeatedly reported this matter in writing and telephonically to the Metro Police and to the SAPS, we have experienced very little success. The problem persists. On many occasions, after I lodged a complaint to them, I heard that the Metro-Police deliver results such as " the complaint is false or all quiet on arrival." This result is given because the Police do not attend the complaint timeously and on many occasions not at all. The result therefore is not a correct reflection of my complaint.
It appears that the Police do not want deal with this phenomenon as effectively as they ought to or that they cannot. Therefore I request political intervention in the fight against crime.
In the circumstances of my situation, I cannot find any logic in my depending only on the Police to protect me from this type of crime.
I have requested the Police whether it would be possible for me to personally prosecute these infringers and whether they could assist me by developing procedures for me to do so, to no avail.
What more can be done to address this unbearable nuisance? Are there any ideas out there?
