Service delivery requires passion and skills, which of course lacks in many state departments. We spend years in universities acquiring skills in order to secure jobs in our chosen fields. Chosen field of study is often driven by money or benefits and less passion. South Africa currently needs various services as in yesterday. Housing, education, health, roads and other services are on a high demand.
The political posting
When a party comes to power a Minister is given a political post, in most cases with less experience in that particular department. A political post gives officials an opportunity to be in any department, Police, Army, Sports, Health or Education. With less experience and passion in the assigned field, it becomes difficult to deliver required simple services. Same thing or worse happens in provinces and municipalities where unqualifying people are often employed by their "connections" in top positions, such practices suffocate service delivery by departments for the communities, people employed because of surnames often lack passion for nation building and service delivery skills, not to mention lack of ubuntu.
Misuse and overspending caused by Ministers is evident and it has been proven in the past, it can be blamed on lack of knowledge on a specific department and lack of basics and training for Office beares.
Tenders/ Tendencies
Everyone need/wants a tender deal......even me! Tenders are good for the upliftment of small business, creation of jobs and outsourcing of service delivery by government. Tenderprenuers become greedy and expect to benefit more than they can deliver (e.g. to build a road cost R3m, [their] benefit R3000, tendeprenuers use R3000 to build a road and benefit R3m). People employed in those tenders are often not paid or underpaid.
Quality is often unbelivably poor or cannot be measured as there is nothing built. The government entrust these "shady" businessman/woman with the best cost effective delivery of community services only for them to disapoint. Something must be done.
Political positioning and tenderism tendencies must come to an end! People need services.
