Refused re-entry because law changed

IN JULY 2013 MY WIFE APPLIED FOR RENEWAL VISA SINCE SHE HAS BEEN HEE FOR 5YEARS ALREADY. WE HANDED THE FORMS IN AT CAPE TOWN HOME AFFAIRS.

IN NOVEMBER2013 MY WIFES FAMILY IN THE PHILLIPPINES DECIDED TO HAVE A FAMILY REUNION FROM ALL AROUND THE WORLD COMING HOME TO PHILLIPINESS. I CALLED HOME AFFAIRS AND SPOKE TO A LADY BY NAME OF LAMEEZ SHE CONFIRMED THAT IT WOULD BE SAFE TO TRAVEL AS LONG AS RECEIPT WAS VALID.

MY WIFE LEFT ON 28 DECEMBER2013 AND WAS DUE TO RETURN ON 27 FEBRUARY 2014. I CONFIRMED WITH LAMEEZ AROUND THE 18 FEBRUARY 2014 THAT IT WAS STILL OKAY FOR MY WIFES RETURN, TO WHICH SHE CONFIRMED. WHEN SHE ARRIVED AT THE AIRPORT SHE WAS TOLD THE RULES HAD CHANGED AND SHE NEEDED A VALID VISA BEFORE SHE COULD RETURN. I CONTACTED LAMEEZ AND THEY CONTACTED IMMIGRATION WHO REFUSED TO LET HER IN IF SHE ARRIVED ON THE PLANE.

TILL NOW I CANNOT GET ANYTHING FROM HOME AFFAIRS . I HAVE BEEN OPERATED ON 28 FEBRUARY 2014 AND WAS IN HOSPITAL HAVING MY TOES AMPUTATED AND NEEDED MY WIFE HOME. SINCE THEN I HAVE LOST MY LEG THROUGH OPERATION IN APRIL 2014 AND NOW AT HOME HAVING TO HAVE PEOPLE COMING IN AND OUT MY HOUSE TO HELP OUT.

I NEED MY WIFE HOME TO HELP ME COUPE WITH THIS NEW LIFE STYLE AND STRUGGLE WITH THE FACT I CANNOT DO ANYTHING FOR.HER NAME IS JOSEFINA DELOS REYES. CAN ANYONE HELP ME
