Renewal of Spousal Visa Nightmare

I met my husband, Christer in September 2008 we got married in April 2010 and we live in Sea Point.  He was granted a 2-year spousal visa in 2012 now expired April 2014.  The receipt for application of renewal is stamp 17 April 2014.
Its already been 80 days since the application for extension of the spousal visa was handed to Home Affairs in Cape Town. After many trips to Home Affairs in CT and phone calls to Pretoria the Home Affairs call centre agents advised the application was only captured 11 June 2014 but hasn't been processed yet and no formal acknowledgement of thereof. Added to this now they counting days from June 11th telling us it will take 30-90 days but on our clock its already 80 days!!
My husband needs to go back to Sweden his home country for 2 weeks to visit his elderly mother and attend to personal matters urgently.  He is not allowed to have a salaried job in SA and if he leave SA under the current circumstances he will not be allowed back to  for 1-5 years.  
We are legally married for the right reasons and this is putting tremendous strain on my husband, my son and I.  This new immigration law is unconstitutional and an infringement on our Human Rights.  The prospect of husband having to leave SA indefinitely is not a happy thought at all and I will stop at nothing to change to mentality of the persons responsible for breaking up families.
Where is the so called Freedom? - This is South Africa but Foreigners and their Partners are now treated like common criminals.  This is a total disgrace!!
