The National Development plan!
In the National Development Plan (NDP) it is acknowledged that there are serious shortcomings in respect of water services of local governments.
“A lot of small and rural municipalities, have a financial problem, and also lack in the technical skills, to manage water in the area’, the document states.
The National Development Plan has as its goal to assist municipalities in this matter of their responsibility to supply water and to transfer these duties to district offices.
What water is concerned however expiry dates as detailed in the NEP has already lapsed.
In accordance with the plan, a national water infrastructure agency was supposed to have been formed last year already, whom would have managed big water projects.
There is no indication when this is going to happen or has been put into operation.
Also in 2012, a dedicated program was to have been in place to address the demand of water. Targets for water supply in 2017 and 2022 had to be detailed and a sub-program was supposed to be in place to help municipalities.
This program has never materialized.
It is therefore apparent that the NEP is down the drain even before it has stared!
